Міжнародна фінансова корпорація оголошує пошук партнера для спільної реалізації проекту та запрошує українські оргнаізації подавати заявки. Дедлайн - 6 березня 2020 року.

IFC Eastern Europe and Central Asia Promoting Investment through Integrated Environmental, Social and Governance (ESG) Standards Program (“the Program”), financed by SECO, which aims to promote sustainable investment into selected priority countries in Eastern Europe and Central Asia, through a programmatic approach targeting ESG in both the financial and real sector,  is pleased to announce that it is accepting applications from consulting companies, NGOs, firms, public institutes, institutes of directors, industry associations, interested in promoting corporate governance (CG), governance of environmental and social risks (ESG) and sustainable finance (SF).

The Program will work with selected local counterparts and intermediaries to provide practical support to companies on good CG/ESG/SF practices over the long term. Efforts will focus on sectors and themes that have been selected as priorities for the Program, to create targeted improvement of ESG standards in high-potential sectors.

The Program will focus on integrated ESG (rather than technical E&S capacity building) and will work with financial sector intermediaries in particular. Using globally developed materials, such as train the trainer tools, consultant guidance notes and model documents, this component will implement training workshops and provide other advice to support intermediaries in becoming sustainable and continuing their activities over the long term.

Proposals may put forth two types of partnerships based up on relevant criteria:

  1. Implementing Partners (Vendors): the applicant is expected to have a proven track record in the area of CG/ESG consultancy, specifically conducting in-depth CG/ESG assessments and supporting implementation of internationally recognized CG/ESG standards with companies and financial institutions and a dedicated project team capacity to execute the Program. This type of the partners shall complement its expertise, outreach capacity and influence, and will have clearly described roles and responsibilities for the delivery of any part of the Program’s activities. Full Terms of Reference for this type of partnership will be advertised subsequently according to WBG internal policies. Service contract will be signed between the applicant and the Program. This type of partnership will also envisage additional reporting obligations.

 

2. Cooperation partnerships: this type of partnership will target the applicants with less experience in the area of advising on CG/ESG topics and internal capacities but with proven track record of delivering general CG/ESG services. The Program aims to foster their institutional strength and contribute to the capacity building needs to the implementation of CG/ESG advisory activities. Eligible partners shall be well-established organizations – capable of fulfilling Program requirements, with a demonstrable experience on CG/ESG, as well as with the demonstrated interest, commitment and willingness to work with us to further promote CG/ESG concepts in a country. Cooperation agreement will be signed for this type of partnership. This type of partnership shall cover capacity building, policy work and awareness raising.

General Eligibility and Information Requirements:

Applicants should:

-       Have legal status in the countries of the Program operations.

-       Have proven track record and a demonstrated vision matching the goals of the Program stated in the Letter of Interest. Letter of interest shall cover: expression and explanation of commitment and willingness to become a local partner of the Program; reference and explanation on expected status of the partnership; justification of the institution’s interest, capacity (including staff with proof of technical capacities and indicating number of in-house staff and consultants with CV’s, organizational structure, management team); strategy and ESG/CG/E&S business plan; appropriate scale of operations.

-       Provide an overview of past involvement in the area of corporate governance, corporate legal services, consulting (advisory), training and capacity-building, risk management, audit and/or other relevant activities. To this end, applicant must provide (a) references about previous or ongoing projects related to the field of CG/ESG/SF, and (b) three references from the clients/partners/government agencies about applicant’s performance.

The Selection Process:

Applications’ review process consists of the following steps:

-       Eligibility check. Applications are checked for compliance with the general eligibility requirements.

-       Candidates undergo a full due diligence assessment according to the IFC’s internal policies.

-       Pre-selected candidates will be contacted by the Program.

-       Interview and selection process.

-       Signing of Agreements.

In selecting its partners, the Program shall respect the process of integrity due diligence and the prospective partner responding to this announcement shall therefore disclose to the Program all relevant information that will allow the Program to conduct due diligence.
