Програма Матра (трансформації суспільства), започаткована Міністерством закордонних справ Нідерландів в 1994 році, спрямована на підтримку перехідних процесів. Програма відкрита для подання заявок від організацій громадянського суспільства, зареєстрованих в Україні. Дедлайн - 1 жовтня 2019 р.

Пріоритетні напрями

  • Підвищення позиції організацій громадянського суспільства в Україні;
  • Посилення верховенства права з акцентом на боротьбі з корупцією;
  • Надання підтримки для імплементації Угоди про асоціацію між ЄС та Україною;
  • Підтримка уряду для вдосконалення ключових реформ;
  • Розробка програм громадянської освіти та участі молоді.

The MATRA Programme and Ukraine

Over the years civil society organizations in Ukraine have strengthened their participation in decision making processes in an atmosphere of openness, accountability and mutual responsibility between various social and political actors. Over the years the MATRA Programme has been tuned to needs and challenges faced by civil societies in the countries where the MATRA Programme is being implemented.

2020 MATRA Programme call for proposals in Ukraine

General information

The MATRA Programme for social transformation has been running in Ukraine since 1993.  MATRA started as a programme aimed at helping East European countries to become democratic, pluriform constitutional states with a strong civil society. Today, the MATRA Programme still continues to help strengthening civil society organisations, democracy and the rule of law.

To respond effectively to the current developments and challenges in Ukraine, in 2020, the MATRA Programme will focus on promotion of the rule of law, effective governance and civil society in Ukraine.  These areas correspond to the spirit of the “Toronto Principles” set forth during the Ukraine Reform Conference held in July 2019.

2020 MATRA Call for Concept Notes

The MATRA Programme invites civil society organisations registered in Ukraine to submit concept notes by 1 October 2019.            

Priority areas

  1. Enhancing the position of civil society organisations in Ukraine;
  2. Strengthening the rule of law with the focus on fighting corruption;
  3. Providing support for the implementation of the Association Agreement between the EU and Ukraine;
  4. Supporting the government to improve key reforms;
  5. Developing civic education and youth participation programmes.

Eligibility criteria

Applicants should meet the following criteria:

  • Be registered according to the Ukrainian legislation;
  • Have an adequate track record, proven management capacity, and expertise in the selected priority areas;
  • Be in operation for at least one year.

Submission details

The project proposal is submitted in concept note form.  The concept note template comprises three sections.  Each section must be answered in strict accordance with the required maximum of words - the font size cannot be smaller than Verdana 9.  Any concept note not meeting these basic requirements will be rejected without appraisal.  The concept note template can be uploaded from:  http://bit.ly/MATRAUA2020

Concept notes should meet the following criteria:

  • Focus on one or more of the above-mentioned priority areas;
  • Lead to specific, measurable and meaningful results;
  • Not duplicate activities funded by other donors;
  • Be written in proper English.No Google or inadequate translation will be accepted;
  • The requested contribution should range between UAH 2.500.000 and UAH 4.500.000;
  • Maximum project duration: 24 months;
  • Twinning with Dutch civil society organisations can be considered.

Please identify your concept note as 2020 MATRA Call / Your organisation’s name.  The project selection will take place by 1 November 2019.  All applicants will be informed of the results by e-mail.  The applicants of the selected concept notes will be invited to make a detailed project proposal for further appraisal.  Concept notes in English should be forwarded to:  [email protected].
