Within the framework of Ukraine-Moldova Project “Empowering NSAs and LAs in Moldova and Ukraine to promote social inclusion of young care leavers” (Budget line 21 03 01, Reference: EuropeAid/127763/C/ACT/TPS/nr/ 2009/201-618), Amici dei Bambini Ucraina announces Call for proposals among Ukrainian NGOs working in the field of social inclusion of young care leavers in Ukraine. The micro grants will be provided by the European Commission through Amici dei Bambini Ucraina.

Eligibility: The call for proposal is open to NGOs working in field of social inclusion of young care leavers in Ukraine.

In order to be eligible for a grant, applicants must:

• be legal persons and
• be non profit making and
• be non-governmental organisations and
• be directly responsible for the preparation and management of the action with their partners, not acting as an intermediary.

The micro granting appeals to promote social inclusion of young care leavers, through local NGOs initiatives in partnership with other local (nationally and juridical local actors). The micro grant will be attributed NGOs which submitted the most capable, innovative, sustainable project of social inclusion of young care leavers.

Micro grant:

• The NGOs developed the most sustainable project will receive micro grant minimum EUR 500 and maximum EUR 8.000 corresponding to minimum 50 % and maximum 90 % of the total budget.
• Contribution by applicant and/or partners will have to be considered only in cash. Only expenses occurred during approved project activities and within the fixed time written in the contract between the entitled applicant and one of the two project partners (depending on the country) will be considered eligible for the 100% of the budget. All costs will have to be justified in accordance to local labor and fiscal legislation.
• Contribution by applicant can not be taken from any other project, supported by EU
• Project implementation duration: 6 month (the project activities should be started by 15 November 2011 and finalized by 15 May 2012.

Project: Submitted projects proposals must represent the most sustainable ideas addressing young care leavers’ social inclusion in Ukraine

Priority will be given to:

Those NGOs that show:

• longer experience and technical expertise in promoting social services in favor of socially vulnerable children, youth and families (to be evaluated according to the data of registration, data of activation and the organizations’ curriculum vitae);
• management capacity (to be evaluated according to the proposed project manager’s and NGOs management CVs);
• multi-actor partnerships: depending on the number and multi-sector identity of the partnership;
• proposals that focus on the issues object of the training area: service facilities that promote beneficiary’s access to employments, social services, educational, social and psychological support services, youth civic participation.

Please note:

Following expenditures are non eligible and will not be covered:

1. Construction works;
2. Lump sum expenditures;
3. Activities which do not have a real cooperation with a target group of the project;
4. Debts and debt service charges;
5. Provisions for losses or potential future liabilities;
6. Interest owed;
7. Costs declared by the Beneficiary and covered by another action or work programme;
8. Purchases of land or buildings;
9. Currency exchange losses;
10. Credits to third parties.

Deadline for submission: All Project Proposals submitted for the Micro Grant Competition, written in English, must be received by Amici dei Bambini Ucraina no later than 6:00 p.m. CET, 15 September 2011.

Selection:

Project Proposals will be evaluated based on criteria including:

• NGO’s operational capacity and extension of partnership
• Project relevance
• Project methodology
• Project sustainability
• Innovations
• Budget and cost-effectiveness.

Winners will be selected by the Scientific Committee, composing of the 5 experts in the field of micro grant management, project coordinators and two representatives from the NGO Alliances. Those entrants who were not successful will be notified on 10 October 2011. Announcement of the winners will be sent to all entrants shortly thereafter.
