Проект «Фінська підтримка реформи української школи», який реалізується компанією FCG International оголошує конкурс на закупівлю консалтингових послуг з аналізу та розробки навчальних матеріалів. 

About the Project

Finland’s Support to the Ukrainian School Reform is a four-year co-operation that started between Ukraine and Finland in July 2018 and was joined by the EU in late 2018. The work is scheduled to last until July 2022. The Project is implemented by FCG International.

Finland’s Support to the Ukrainian School Reform focuses on general secondary education, and is designed around three main result-clusters and cross-cutting elements. The three interlinked result-clusters are (1) teacher preparation, (2) education promotion and (3) education environment. The EU support is targeted specifically to enhance the Ukrainian language instruction among the national minorities is fully integrated into the three clusters in a cross-cutting manner. In addition, inclusive education for all is supported as an initial cross-cutting element across the three clusters.

Purpose and Scope of the Assignment

The aim of the assignment is to the development of conducive learning environments from different entry points, including textbook and learning material development.

The main purpose is to develop:

-        textbook requirements;

-        training module and materials for textbook analysist;

-        textbook qualification analysis tool.

A local consultancy team with relevant expertise and references will be identified and contracted for the assignment.

This assignment will be implemented as part of Cluster 3: “Education environment”.

Key Topics by Activity

●         Developing a set of the criteria and requirements for textbooks’ creation, evaluation and selection

●         Developing and introducing respective training module for textbook developers, evaluators, users

●         Analysis of the effectiveness of requirements/criteria on 2nd grade textbooks development/ evaluation/ selection case

●         Monitoring textbooks selection process

●         Developing and implementing updated version of the requirements criteria and contest organizing for the 3rd grade textbooks

●         Analyzing and reporting the results

●         Comparative analysis of the 1st and 2nd grades textbooks structure

●         Developing and introducing recommendations on the textbooks’ quality improvement

●         Conducting workshops/trainings for respective audience

●         Analyzing the 3rd grade textbook structure

●         Analysis of the 1st and 2nd grades textbooks ‘content/ language

●         Elaborating and introducing recommendations on the development of the relevant language culture

●         Conducting workshops/ trainings for textbooks authors, editors, evaluators, teachers on collected analytics

●         Analyzing the 3rd grade textbooks’ set on content/ language issues

●         Analyzing existing primary school textbooks from design perspective

●         Preparing recommendations on the textbooks/ design issues

●         Submitting developed recommendations to respective public agencies to negotiate amendments to existing regulations/prescriptions

●         Developing and introducing training modules

●         Conducting workshops for respective audience

●         Psychological analysis of the 1-3 grades textbooks

●         Recommendations on the textbook improvement from psychological perspective

●         Training modules developing and introducing

●         Generalizing the analysis done by Local Textbook Experts nb. 1-6

●         Planning, implementing and moderating the activities on textbook development support

●         Assuring the quality of the textbook development/evaluation/ selection support

●         Reporting the results achieved in the 1-3 Textbooks quality assurance process

●         Communicating the results achieved

Duration, Methodology and Conditions of the Work

It is expected that the duration of the assignment will be 15 person-months in total (from 2 to 3 working-months for each expert) by the end of 2019 with possible continuation in 2020. The work should be started as soon as possible.

The team of local experts should apply a consultative and participative working approach. A finalized workplan, methodology and tools will be adopted by the Project Management Team. S All findings should be evidence based. Methodology used, and possible limitations should be explained in the deliverables.

The details of the assignment, terms and conditions will be specified in the contract between the FCG International Ltd (Contractor) and a local service provider/agency (Consultant) that provides the local consultancy team of local experts. Payment milestones will be based on the acceptance of the key deliverables by the Project Management Team.

Consultancy Team with Tasks and Qualifications

A local service provider to be selected will identify and propose a national team of experts with complementary knowledge and experience to do the work. A service provider will define the number of experts in the team. A proposed team of 6 experts one possibility:

1)     Local Expert on Textbook Development/Evaluation Process/Scientific-Methodical Expertise

Main task:

●         Analysis of evaluation criteria for textbooks, organization of work on the development of new evaluation criteria and requirements to textbooks.

2)     Local Expert on Structural Analysis of the Textbooks for Primary Education

Main task:

  • Analysis of the structure of the existing textbooks, development of a modern textbook structure

3)     Local Expert on Language Culture of Textbooks

Main task:

  • Analysis of the existing textbooks, development of modern, scientific language material for textbooks

4)     Local Expert on Textbook Design

Main task:

  • Development of modern design concept of the new Ukrainian textbooks

5)     Local Expert on Psychology of Textbook Perception

Main task:

  • Analysis of the new textbooks drafts for compliance with the peculiarities of the age and the specifics of children’s perception

6)     Local Textbook Quality Analyst

Main task:

  • Collection of all data, basic analysis. Planning of work, definition of reforms strategy in the sphere of textbooks creation, coordination of team work, supervision of colleagues, reporting and logistics, development of communication strategy of the group.

The minimum requirements of qualifications of the consultancy team:

●         Solid knowledge and experience in the New Ukrainian School Reform (NUS)

●         Appropriate education in the sphere of specialization

●         Relevant competencies and professional experience in the respective area of expertise

●         Strong knowledge and experience in textbook quality issues

Application Procedure and Schedule

Through an open call of proposals interested service providers are requested to submit a written proposal with a team of eligible national experts and the following proposed details:

(i)               Curricula vitae of the proposed experts in the English language,

(ii)             A maximum number of working days in total and per each expert

(iii)            Total price in EUR (excluding in-country travel related expenses which will be covered against actual reasonable expenses and receipts) and a daily fee per each expert in EUR

(iv)            Service provider’s capability statement with relevant references

Selection procedure

Eligible service providers are requested to submit a written proposal. Evaluation will be based on pre-defined criteria. The evaluation and selection of a service provider will be carried out by the Project Management Team in accordance with the TOR and under supervision by the Steering Committee.
