МБФ «Українська фундація громадського здоров’я» оголошує тендер на міжнародного консультанта.

Ukrainian Foundation for Public Health(UFPH) is a Ukrainian NGO founded by HealthRight International in 2008. The aim of the organization is to empower marginalized women and girls, at-risk and HIV positive adolescents, young people in conflict with the law, and survivors of gender-based violence (GBV) and their partners to access health and social services. Since 2014, in response to the crisis caused by the armed conflict in Eastern Ukraine, UFPH has been providing critical services for internally displaced persons (IDPs), GBV survivors, and survivors of torture among Ukrainian military and civilians. In 2018 alone, UFPH and HealthRight International directly reached 28,316 women in Ukraine.

Consultancy Services will be provided in the framework of the Project “Promoting community security and prevention of GBV in public spaces in Eastern Ukraine”, implemented by UFPH as part of the UN Women projects in the east and funded by the Governments of Norway and Denmark, and Joint Programme of UN Women, UNDP, FAO and UNFPA on “EU Support to the East of Ukraine – Recovery, Peacebuilding and Governance” funded by the European Union. The project is aimed at mobilizing women, girls, men and boys at the community level in favor of respectful non-violent relationships, gender equality and safety in public spaces and to increase capacities of law enforcement authorities in the three eastern regions to integrate comprehensive GBV prevention interventions at the regional and local planning and programming.

The project is being implemented between 1 December 2018 and 30 November 2021 in three regions of Eastern Ukraine: Donetsk, Luhansk and Zaporizhzhia in 29 target communities: Bilenke, Komyshuvakha, Ostrykivka, Komysh-Zoria and Hirsivka in Zaporizhzhia Oblast, Pryvillia, Starobilsk, Rubizhne, Girska,  Shulhynka, Svatove, Lozno-Oleksandrivka, Novoaidar,  Schastie, Severodonetsk, Zolote, Stanytsia Luganska  in Luhansk oblast and Novodonetske, Soledar, Olhynka, Volnovakha, Khlibodarivka, Siversk , Oleksandrivka, Toretsk, Krasnogorivka, Zvanivska, Ocheretynska, Kurakhvove In Donetsk region.

The project builds on the previous and ongoing UFPH programs that focus on community security, prevention of GBV and strengthening the integrated response to violence against women in Ukraine. UFPH will utilize its experience and partnerships with the Ministry of Internal Affairs, National Police of Ukraine, the Ministry of Social Policy, Authorities from Regional Civil-Military Administrations of Donetsk and Luhansk regions, State Regional Administration of Zaporizhzhia region, Main Departments of National Police in Donetsk and Luhansk regions, and representatives of amalgamated territorial communities.

Qualification and Experience

  • University post-graduate level in gender, development studies, research or relevant related field
  • Having previous experience in conducting social research and its analysis related to human rights, or relevant field. Experience in Ukraine is an asset
  • Demonstrated experience in program development, including theory of change and logframe development
  • Excellent analytical, management and coordination skills
  • Good interpersonal skills and capacity to liaise with parties concerned. Experience of liaising with law enforcement is an asset
  • Strong facilitation, writing and presentation skills
  • Ability to work with diverse groups of partners, under strict timelines.
  • Familiarity with the gender context in Ukraine is an asset
  • Native English-speaker with proven experience in academic writing

 Objective of the Consultancy

In 2019, the programme aims to identify gender-responsive locally relevant and owned interventions to address sexual violence and other forms of violence against women and girls in public spaces, as well as to assess community members’ liaising with law enforcement officials for GBV prevention/protection to inform the development of Training materials for Law enforcement officials.

Consultancy objectives:

  • Provide technical assistance in development of a methodology, through an inclusive and participatory approach, for assessing community safety risks for women in public spaces, based on available UN Women guidelines and documents.
  •  
  • Provide technical assistance and methodological guidance during programme intervention design workshops to develop a robust programme design, engaging multi-stakeholders (city authorities, law enforcement officials, civil society organizations, UN agencies, and others). This includes but not limited to, developing a theory of change and intervention model.
  • Provide technical assistance in realization of qualitative assessment of community members’ communication/liaising with law enforcement officials for GBV prevention/protection to inform the development of Training materials for Law enforcement officials, as well as to develop tools for increased prevention of GBV.

 Contract Duration: 16 April 2019  to 27 December 2019
