ABOUT US  
Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Advocacy Legal Officer for a 2-years comprehensive livelihoods programme.  
 
Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. In Ukraine DRC operates since 2007. From 2015 on, DRC successfully implements livelihoods programmes aimed to provide IDPs and conflict-affected population with income-earning opportunities thus strengthening their resilience.  
 
ABOUT THE JOB  
Livelihoods Lawyer is a Mariupol based position which is expected to substantially contribute to enhance DRC’s capacity to address legal needs of DRC livelihoods program beneficiaries; deliver high quality legal aid services to the beneficiaries; contribute towards enhancing DRC capacity to carry on evidence based advocacy; contribute towards implementation of high quality mobile outreach program and awareness raising program;  maintain collaborative environment with stakeholders and civil society members at their areas of operation; ensure that mobile outreach programs and awareness raising programs are met with high number of beneficiaries;  
ensure quick and efficient follow up of registered cases; ensure proper documentation of services provided to beneficiaries.  
 
You should at the same time promote DRC’s values through various entry points in the project and preserve staff moral and enthusiasm for the project work.  
 
Main duties and responsibilities will be:  
  • Contribute to the identification process of the legal and livelihoods programs’ beneficiaries;  
  • Provide qualitative legal assistance to program’s beneficiaries on legal matters;   
  • In close cooperation with DRC livelihoods program assist in the implement the micro-business grants and vocational education training components of the program;  
  • Organize and facilitate community level group awareness raising programs.   
  • Provide one-on-one legal counselling to IDPs on their legal rights and remedies with particular focus on program’s priorities.  
  • Facilitate IDPs in business registration, taxation and other issues relevant to IDPs protection of rights and achievement of durable solution.   
  • Provide administrative and other paralegal assistance to enable IDP to access livelihood opportunities and government and non-government benefits and privileges.   
  • Assist in conducting legal and protection assessments as part of DRC field office staff;  
  • Case Management Reporting  
  • Create weekly work plan in coordination with the PC;  
  • Tracking and managing cases;  
  • Provide input for the monthly report;  
  • Document findings of needs assessments; including preparation of reports and other relevant documents;  
  • Assist with maintaining archiving system up to date (both in hardcopies and electronically);  
  • Assist in designing the needed forms, questionnaires and other templates.  
  • Coordination  
  • Contribute to the development of referral mechanisms for livelihoods and legal matters;  
  • Cooperate and coordinate with livelihood programs implementing partners  
  • Establish excellent relations with beneficiaries, including understanding the needs of beneficiaries through regular visits and frequent contact with actual and potential beneficiaries;  
  • Assist in providing information to and cooperation with community representatives and relevant authorities;  
  • Attend and participate coordination meetings when delegated by supervisor;  
  • Support in information dissemination and outreach activities to ensure active participation of the beneficiaries within DRC programs;  
  • Contribute to training programs of DRC.  
  • Cooperate with UN agencies, INGO’s and national NGO’s as needed;   
  • Maintain good working relations within DRC and other organizations in the area of responsibility;  
  • Liaise with local authorities as necessary;  
  • Understand, and ensure the observance of the DRC Code of Conduct;  
  • Perform other tasks as requested by DRC management.  
 
ABOUT YOU  
To be successful in this role we expect you to have proven experience in the legal work in post conflict background, with particular focus on the laws related with business and economic development as well as IDPs. All employees should master DRC’s core competencies: Communicating, Taking the lead, Collaborating, Striving for excellence and Demonstrating integrity.  
 
Required   
  • University degree in law, policy analysis, public/business administration, or other related field;  
  • At least 3 years of overall working experience, at least 1 year of working experience within an international humanitarian/development organization is a plus;  
  • Good knowledge of Ukrainian legislation related with business activities and economic development  
  • Good knowledge of livelihoods interventions in Ukrainian context, understanding of possible durable solutions for conflict-affected population;  
  • Understanding of the Ukrainian legislation on IDP integration strategy and regional development;  
  • Good communication, presentation and reporting skills;  
  • Full working proficiency in both oral and written English, Ukrainian and Russian;  
  • Proficiency in Microsoft Office programs.

Contract length: 12 months   
Level: C (National scale)  
Start date: 5 September 2017
