Mercy Corps is a non-profit, non-governmental international humanitarian and development organization, registered in the United States and Scotland with offices in more than 40 countries around the world, including Ukraine, where the organization has been active in implementing an emergency response humanitarian program in the Luhansk Oblast.  Mercy Corps manages programs from Severodonetsk, Starobilsk, and Lugansk City, with the representative office in Kyiv. Current programs include a multi-sectoral OFDA funded humanitarian assistance program and a WFP cash transfer project. 

The DME Manager will implement (and review if necessary) the monitoring and evaluation plan for all programs. He/she will setup the required M&E systems, review existing and develop new tools for monitoring and evaluation, (in collaboration with programs), and facilitate the collection and analysis of data in order for the team to measure program progress and impact of the program.

The DME Manager will supervise a team of ME assistants and database officers and ensure compliance with internal and donor reporting requirements and ME practices, including the implementation of Data Quality Assurance. S/he will develop and ensure an effective mechanism for field monitoring design and maintain regular use of monitoring forms and other monitoring documentation.

The DME Manager will schedule and manage field visits regularly and in coordination with program staff, help prepare success stories, case studies and qualitative findings of the progress of the programs.

As the first priority, the DME manager will setup mechanisms and implement data evaluation, review and archiving of support documentation and review of monitoring tools for the activities implemented to date, and establish monitoring, reporting and data collection mechanisms for the future programming.

Requirements:

• Ukrainian, Russian and English languages required.
• A degree in relevant technical (IT, engineering, statistics) or management field. 
• Prior experience working with an international organization.
• Advanced data processing and analytical skills and experience.
• Staff management, tasking, scheduling of activities and training experience.
