Call for proposal to conduct two sociological surveys

Within the framework of the project “Support to Government Reforms in Ukraine” (SURGe) together with the State Service for Education Quality of Ukraine it is planned to conduct a research of stakeholders opinions on quality of education services in special school and in general secondary schools that are located in rural areas.

Legal entities that specialize in high quality sociological surveys and analysis are invited to submit their commercial proposals.

List of documents:

1. Information about the supplier (proven expert potential, proven research experience during the last two years).

2. Commercial proposal indicating the detailed budgets of each of the studies, sampling, stages and timing of the study, proposals for moderators for focus group research in Study 2.

3. Copies of registration documents (extract from the state registration database, taxpayer’s certificate / certificate, other permits, licenses and documents if available).

Deadline 17:00 on April 30, 2021.

The subject of the e-mail should be specified: “Commercial proposal for the stakeholder opinion surveys”.

Selection criteria:

● professional experience in the field of sociological research, in particular on education related issues;

● experience of providing such services to Ukrainian non-profit organizations or international non-governmental organizations will be an advantage;

● cost of services;

● professional staff with knowledge and experience in this field;

● ability to provide services in a timely manner.

Detailed ToR for the 2 studies:

Study 1: Regarding the quality of educational activities of special educational

institutions (special schools)
Study 2: Regarding the quality of educational services in general secondary
schools located in rural areas.

The research is conducted within the SURGe project “External education quality
assurance system”.
Expected period of service provision: May - July 2021
Sociological companies and natural persons-entrepreneurs engaged in sociological
research are invited to participate
Study 1: Opinion of stakeholders on the quality of educational activities of special
educational institutions (special schools)
Objective: to investigate, which aspects of educational activities of special schools
need the most attention to provide high quality educational services.
Objectives of the study:
To research:
- what is the understanding of the quality of education by the participants of the
educational process, which affects it in special education institutions;
- what components of the quality of educational activities stakeholders consider the
most important;
- what criteria and indicators for external evaluation of the quality of educational
activities of institutions can be applied to special schools;
- which aspects of educational activities require mandatory study in the process of
institutional audit.
Target groups:
- heads of special schools trained as educational experts - 10-12 people
- heads of special schools - (5-10) people
- teachers of special schools (10-15 people)
- parents of students studying in special schools - (8-10 people)
Method: questionnaires (online), focus groups, in-depth interviews.
Questionnaires: draft questionnaires and guides for focus groups are developed jointly
with the SURGe experts.
The service provider is expected to:
- develop and finalize questionnaires and guides;
- conduct the focus groups and interviews;
- process the collected data;
- preparea detailed report on the results of the study together with SURGE
experts.

Study 2. Opinion of stakeholders on the quality of student learning in general
secondary education institutions located in rural areas.
The purpose of the study is to conduct an in-depth research of the factors that affect the
quality of educational activities of rural schools, from the standpoint of school children.
Objectives of the study:
● Find out to what extent do the students feel that they belong to the institution, whether
there are problems with it and what they are;
● Investigate what support students receive in the educational process and what they
think is an obstacle to achieving better results;
● Find out the main motivating factors to study for students in rural schools.
Geography of the study: 9-10 schools in terms of: low-capacity schools (up to 50
students), hub schools that passed the institutional audit in 2020-2021.
Target group:
Pupils of 8-10th grades (14+ years)
Method: questionnaire (online), focus groups.
Questionnaires: draft questionnaires and guides for focus groups are developed jointly
with SURGe experts.
The service provider is expected to:
- develop the questionnaires and guides;
- conduct interviews and focus groups with the school children;
- process the collected data;
- prepare a report on the results of the study together with the SURGE experts.
Logistics: selection of schools, logistics and communication with schools and
principals will take place with the involvement of territorial branches of the State Service
for Education Quality and SURGe experts.
