ПРООН в Україні шукає консультанта для оцінки потреб у даних відповідно до Цілі сталого розвитку №16 на територіях Донецької та Луганської областей, які підконтрольні уряду України. Дедлайн - 15 вересня 2017 р.

The main objective of the assignment is to prepare a data needs assessment based on nationally defined indicators for SDG16 ((Peace, Justice and Strong institutions) ) to be used for Donetsk and Luhansk regions.

Description of Responsibilities

Under the direct supervision of the Project Manager, the Consultant will be responsible for drafting and submitting the data needs assessment of SDG16 in government controlled areas of Donetsk and Luhansk oblasts. The Consultant will undertake a desk review of to the draft National Report ‘SDGs: Ukraine’ as well as policy documents, relevant data for Donetsk and Luhansk oblasts.

The assessment will address the following key aspects:

•           Overview of socioeconomic context in target regions (for 2007-2017);

•           Overview of current policy framework which is relevant to SDG16 in target regions;

•           Mapping of SDG16 related policy stakeholders in target regions;

•           Analysis of available information and data to be used for monitoring of SDG16 indicators on local level (for Donetsk and Luhansk oblasts), in compliance with the National Report ‘SDGs for Ukraine’ with the purpose to: (i) clarify the quality and appropriateness of targets and indicators, assess whether these indicators are relevant for monitoring the corresponding SDG16 targets; (ii) identify baseline for 2015/2016; (iii) identify data sources, frequency of data collection and institution responsible for data collection.

The report will consist of the following components:

•           Overview and context;

•           Table with the national and local SDG16 targets and indicators with justification of their selection;

•           Table with SDG16 indicators baselines compared to the national baseline;

•           Conclusions and recommendations;

•           Bibliography, list of relevant policy documents and referred literature.

The report is to be prepared according to the following requirements:

•           The structure of the report shall include the title page, executive summary, contents, report body and appendices.

•           All appendices have to be numbered; all tables and illustrations have to have citations referring to the sources and have references within the text of the report.

•           All tables have to be presented in Microsoft Excel format or be easily converted. The Contractor shall not embed external editable Excel images and tables into the Word documents.

•           The results of the work shall include but not be limited to: the electronic version of the report (*.docx), baseline materials and addenda (*.docx, *.xls formats).

•           The report should be written in Ukrainian and not exceed 40 pages, including annexes.

To ensure the delivery of the above tasks, the Consultant will:

•           Review and collect available reports and information on the topic of interest, consolidate and analyse the information; complete missing information through additional research etc.;

•           Liaise with key stakeholders to collect and/or verify information;

•           Liaise and ensure constant communication/coordination with UNDP regarding all aspects of the assignment;

•           Submit draft deliverables for review, comments and approval to UNDP project team;

•           Submit final deliverables.

EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

Education

  • Advanced University degree (at least Specialist/Master’s degree; preferably a PhD) in Data Management and Analysis, Statistics, Monitoring and Evaluation, Social Sciences or related fields.

    Experience

  • At least 5 years of relevant professional experience demonstrating knowledge of the subject area (statistical data management. Extensive knowledge of Ukrainian statistical systems and data resources)

  • At least 5 years of proven experience in analyzing sectoral strategies, policies and programmes on development issues using statistical data and indicators and/or experience of carrying out statistical analysis on SDGs related issues

  • At least 2 years of experience working with international development organizations in sphere of development using statistical data

    Languages

    Fluent Russian and Ukrainian are required, working knowledge of English is an asset.
