Shelter Engineer (National Contract)
ABOUT US
 
DRC/DDG implements activities in eastern Ukraine to assist internally displaced and conflict-affected persons. DRC/DDG offices are located in Mariupol, Slovyansk, Severodonetsk, and Kyiv. Activities include shelter repair, legal assistance and information, psycho-social counselling, and mine risk education and demining. Donors include GIZ, ECHO, OFDA, UNICEF
 
ABOUT ROLE
The Shelter Engineer (SE) must have throughout knowledge of the Building Code of Ukraine. He/she supervises all shelter Project within DRCs area of operation at field level from design till construction completion.
 
Responsibilities will include:  
  • Understand, and ensure the observance of the DRC Code of Conduct, and Safety roles and instruction. 
  • Maintain professional relationship and high level of coordination with the project coordinator and the shelter officers. 
  • Perform field technical assessments of damages to homes and multi-story buildings. 
  • Execute calculation of materials, resources and cost needs for the damaged buildings (Bill of Quantities (BoQ)).  
  • Create accurate and detailed scope of work and technical Specifications for the shelter repairs/construction.  
  • Supervise the work conducted by field monitors, DRC’s partner, DRC’s contractors and self-help beneficiaries. 
  • Supervise the progress of rehabilitation works curried out by contractors or by beneficiaries, as well as give active practical assistance and professional advices.  
  • Examine various local construction materials/methods and determine the best to be used. 
  • Keep daily records of the Project progress 
  • Ensure that all the assistance documentation is prepared in compliance with the Legal, accountant, and AFO’s requirements. 
  • Cooperate with UNHCR, other INGO’s Field Management as well as Local NGO’s. 
  • Liaise with local Governmental bodies in charge of housing and infrastructure activities in the areas of operation. 
  • Maintain good working relations within DRC and other organizations in the region. 
  • Develop and initiate new ideas to maximize assistance to beneficiaries. 
  • Other tasks as deemed necessary by the Shelter Manager. 
Key Deliverables: 
  • Technical Assessment for damaged houses and maulti-story buildings. 
  • BOQs, scope of work and technical specifications. 
  • Work completion certificates and acceptance of work. 
 
ABOUT YOU 
To be successful in this role we expect you to be reliable, rigorous and well organized, committed to professional development, able and willing to learn and extend scope of work and to organize prioritization and planning, possess excellent inter-personal, communication and negotiation skills. Education/qualifications:  
  • Computer literacy required, Word, Excel, Outlook 
  • Working proficiency in AUTOCAD required 
  • Excellent knowledge of Ukrainian building standards and practices 
Experience
  • Degree in Engineering (Civil, structural preferred) 
  • 3 – 5 years professional work experience 
  • The Ukrainian Certificate of Building Engineer is highly desirable 
  • Experience with Humanitarian Aid is an advantage. 
WE OFFER 
Contract: 01 August 2017 - 30 November 2017
Salary Level: B (National scale) Salary and conditions will be in accordance with Ukrainian Labor Code and Danish Refugee Council’s Terms of Employment for National Staff.
