Proposal Objective

HealthRight is seeking a Senior Monitoring and Evaluation Adviserfor the upcoming five-year ServingLife Project of USAID.

The overall goal of the project is to reduce HIV, tuberculosis (TB), and Hepatitis C (HCV) transmission through detection, care, and treatment of people living with HIV, TB, DR-TB and HCV in pre-trial detention centers, prisons, and post-prison settings in Ukraine. The project activities will be implemented in eleven oblasts of Ukraine (Dnipropetrovsk, Mykolaiv, Odesa, Kyiv city, Kherson, Zaporizzhya, Kirovograd, Kyiv oblast, Cherkasy, Chernigiv, Poltava) with the highest HIV, TB, DR-TB and HIV/TB co-infection rates and on the Government of Ukraine’s controlled territories of Donetsk region.

The activities will achieve the following three objectives:

1. Strengthen the existing comprehensive package of HIV, TB, and HCV detection, care and treatment services for people who are at risk of and people living with HIV, TB, MDR-TB and HCV in pre-trial detention centers and prison settings and ensure the continuity of services after release.

2. Build the capacity of medical and social service staff working in the MOJ to provide a comprehensive package of HIV, TB, DR-TB and HCV services.

3. Improve existing and develop new MOH and MOJ evidence-based policies, orders, and guidelines related to the expansion of integrated HIV, TB, DR-TB and HCV programs for pre-trial detainees, prisoners and ex-prisoners, and ensure that a comprehensive package of services is included in national strategies and budgets.

Position Description

The Senior Monitoring and Evaluation Adviser will oversee the project’s monitoring and evaluation system for reporting the progress of the project, and maintaining reporting procedures and guidelines in compliance with USAID and PEPFAR requirements. S/he provides technical guidance and support to sub-awards in the design, implementation, monitoring and evaluation of the effectiveness of HIV/AIDS and TB and DR-TB services to detainees, prisoners and ex-prisoners. S/he will work with the prison authorities on data collection and reporting activities and review, adapt and create tools and indicators to measure project interventions. In addition, the Senior Monitoring and Evaluation Adviser will be responsible for targeting and reporting procedures required by the Office of Global AIDS Coordinator (OGAC) through electronic platforms and systems established for all PEPFAR programs globally and within the time periods required by OGAC. He/She will be trained on the PEPFAR specific reporting regulations including MER and Custom Indicators, SIMS, etc. The M&E Adviser will ensure the quality of the data submitted and participate in regular Data Quality Assessments based on USAID requirements. Close cooperation with USAID is expected.

Qualifications

1. S/he shall have a Master’s degree in public health, research, epidemiology, strategic information, demography, biostatistics, mathematics or relevant discipline.

2. S/he shall have a minimum of 5 years of demonstrated experience in monitoring and evaluation of large-scale development programs and establishing M&E systems and tools. Managing data intensive programs, including a strong focus on gender, preferably on HIV/AIDS, TB programs are preferred.

3. Knowledge of data collection protocols to ensure accurate data collection and verification is preferred, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation.

4. Extraordinary verbal and written communication skills to manage project communication, provide support and guidance to project staff on monitoring and evaluation, provide narratives of the required indicators and disseminate project information are preferred. Past experience leading and building the capacity of M&E staff to meet program needs and deliverables is desired.

5. Demonstrated knowledge of USG and GOU monitoring and evaluation and quality management processes and systems is desirable.

6. Professional-level Ukrainian and English, excellent communication skills – both written and oral.
