Anti-corruption Specialist (2 positions - Kramatorsk, Severodonetsk
Under the direct supervision of the Programme Coordinator of the Local Governance and Decentralization Reform (LGDR) Component, the Anti-corruption Specialists in close cooperation with other RPP team members, will perform the following key tasks:
- Ensure implementation of respective activities of the Local Governance and Decentralization Reform component of RPP and delivery of results in accordance with the programme document, work plans and other joint agreements between the Government and UNDP;
- Contribute to preparation of annual, quarterly, and detailed implementation work plans, and other related documents for timely commencement and implementation of the component activities;
- Provide overall support to the Programme Coordinator (Local Governance and Decentralization Reform) in relevant area, in particular contribute to conducting the Oblast specific activities outlined in the Anti-Corruption Report for Donbas Recovery;
- Liaise with the Oblast Administrations, local self-government authorities, lower administrative level authorities for the smooth administration and implementation of project activities;
- Facilitate the corruption risk review of tenders and enhancement of the procurement systems including training on public procurement system (Prozorro);
- Support the development of anti-corruption/integrity management training programs for Oblast Administrations’ staff and local NGOs/CSOs;
- Collect and analyze data, studies, trends and policy framework on anti-corruption to support the implementation of RPP; keep abreast of all the developments at national and local levels;
- Facilitate data collection exercises in each Oblast, i.e. community focus group discussions and other;
- Coordinate and facilitate the Public Expenditure Tracking Survey on health and other sectors;
- Contribute to the implementation of Sector Integrity Vulnerability Assessments;
- Contribute to design and implementation of the third-party community based monitoring system for recovery operations;
- Contribute to strengthening strategic communication and outreach to the Donetsk and Luhansk Oblast Administrations by developing an anti-corruption Communication Strategy for each Oblast and participating in the outreach activities on anti-corruption;
- Cooperate closely with the Communication Specialist to co-ordinate national and international media on highlighting the anti-corruption efforts of the Oblast Administrations;
- Contribute to the selection processes of Implementing Partners (IPs), Consultants or Contractors and regularly oversee, supervise and monitor their work and delivery of assignments (training, seminars/workshops, surveys, data collection, etc.), as well as coordinate their work in target Oblasts. Ensure that the budget allocated for relevant activities is efficiently and properly utilized;
- Ensure that all activities are implemented in line with UNDP rules and regulations;
- Facilitate programme monitoring and evaluation, as well as audit activities; Prepare sections of the Programme/Component reports, including progress and annual reports, as well as any ad-hoc technical reports;
- Perform other activities as requested by Programme Coordinator and UNDP Project Office Management.
Measurable outputs of the work assignment:
- Full and appropriate implementation of the respective anti-corruption activities within Local Governance and Decentralization Reform component of RPP;
- Results, experiences and lessons learned during implementation of the Local Governance and Decentralization Reform component of RPP disseminated at the national and regional levels;
- Reporting and quality monitoring activities completed.
Performance indicators for evaluation of results:
- Respective sections of the annual work plan for the Local Governance and Decentralization Reform component of RPP is fully and timely implemented;
- Funds delivery allocated for anti-corruption support activities reached 100%;
- Programme and Component activities are carried out in strict accordance with UNDP rules and procedures.
Required Skills and Experience
Education:
Master’s Degree or equivalent in Public Administration, Political Sciences, Law, Economics, Finance, Social Sciences, or other relevant areas.
Experience:
At least 5 years of proven experience in analysis and research in the field of anti-corruption, public finance, public policy, monitoring government performance or implementing anti-corruption initiatives or other related area;
Strong understanding of anti-corruption issues and research methodologies;
Experience in advising government officials and civil society on citizen engagement and participation, particularly on transparency and accountability at the national and regional level would be a strong asset;
Experience of working with international organizations, with relevant stakeholders from the governmental and non-governmental institutions involved into governance issues at the national and sub-national levels would be an asset.
Language Requirements:
Fluency in English, Ukrainian and Russian is required.
