The ultimate objective of the EU-funded IOM-implemented 39-months project “Support for Migration and Asylum Management in Ukraine”, within which the Consultancy will operate, is to contribute to enhancing migration management in Ukraine through the development of institutional and technical capacities of the migration management bodies, particularly the State Migration Service of Ukraine (SMS) and the State Border Guard Service of Ukraine (SBGS) and the deployment of an automated integrated migration management information system. This goal will be achieved through (i) enhancement and, when relevant, amendment of the national policy, legal and regulatory framework for migration management; (ii) analysis and improvement of migration management business processes; (iii) development of the human resources system and training of the personnel of the SMS; (iv) provision of ICT solutions and equipment to the SMS and the SBGS.

General Functions

Under the direct supervision of the Project Manager and the overall coordination and oversight of the CBMM Programme Coordinator, with support from the Local Technical and ICT Specialists, the Consultant will implement the project tasks related to the analysis and improvement of migration management business processes, enablement of institutional changes and provision of ICT solutions and equipment to the SMS and the SBGS, including the coordination of the design, development and deployment of the automated integrated migration management information system.

Specific Functions

1. Coordinate early-stage procurement of the equipment for border control for the SBGS and its successful donation
2. Coordinate early-stage procurement of a mirror data centre aimed at ensuring fault-resilient functioning of the database operated by the SMS and its successful installation, testing and integration.
3. Ensure implementation of the Migration Management Business Processes Analysis (BPA) by drafting the BPA implementation plan, supervising work of the implementing service provider including formulation of the BPA recommendations
4. Coordinate reengineering of the selected business processes and enablement of organizational changes based on the BPA recommendations
5. Support the Project Manager in facilitating the institutionalization of the reengineered business processes and the definition of the related SOP for operationalization
6. Ensure the drafting of the SOP for operationalization of business processes reengineered and institutionalized
7. Ensure production of a Vision Document and the implementation plan for development of the automated integrated migration management information system
8. Supervise the design, development, procurement, testing and launching of the automated integrated migration management information system
9. Ensure that the deployed ICT solutions comply with the data protection regime in Ukraine
10. Undertake duty travel within Ukraine and abroad as necessary
11. Perform other relevant duties pertinent to the assignment and to the role of the Project Management Team member.

10. Ensure timeliness and quality control of all tasks related to the BPA and the design and procurement of ICT solutions and related equipment including by drafting Quality Assurance Plans
11. Provide guidance to the outsourced experts and project staff assigned to the tasks related to the BPA and the design and procurement of ICT solutions and related equipment
12. Assume responsibility and reporting function on the implementation of the BPA and the design and procurement of ICT solutions and related equipment
13. Assume the role of focal point for the internal ICT working group meetings and produce the working group meetings reports, which attest the implementation progress
14. Participate to expert and coordination meetings as necessary, establish and maintain working contacts with the project beneficiaries and other stakeholders as required

Tangible and measurable outputs of the assignment (expected to be delivered within the whole duration of the project of 39 months)

1. Equipment for border control is procured and donated to the SBGS
2. Mirror data centre is procured, donated to the SMS, installed, integrated and fully functional
3. The BPA is finalized and its recommendations for reengineering business processes are endorsed by the relevant authorities
4. Identified business processes are reengineered and organizational changes are enabled
5. SOP to operationalize the reengineered business processes are developed and adopted
6. The Vision Document for the automated integrated migration management information system is prepared and endorsed by the Steering Committee
7. The automated integrated migration management information system is deployed and fully functional in accordance with the data protection requirements
8. The Quality Assurance Plans for the BPA related tasks and for the ICT solutions and equipment are prepared and approved by the Project Manager
9. The implementation reports resulting from the ICT working group meetings are prepared.

Performance indicators to evaluate the results of the assignment:

• Timeliness in performing functions, provision of deliverables and in reporting (i.e. adherence to the timeframe envisioned in the project documents, project implementation plan, the IOM’s internal tender procedures, Ukrainian legislation, the beneficiaries’ internal procedures, deadlines indicated by the Project Manager).
• Pertinence of the contents of the implementation reports provided.
• Highest standards and quality and faultless functioning of the procured equipment and applied ICT solutions, application of “best-in-class” methods and methodologies.

Qualifications and Experience

Education

• Advanced university degree in business administration, business analytics, ICT, computer science or other related field from an accredited academic institution.

Experience

• 15 years of professional work experience with project management responsibilities
• Significant work experience with defining and reengineering business processes
• Significant work experience in planning, design, development, implementation and maintenance of computer information systems, particularly for public entities (e.g. governmental agencies)
• Experience in performing quality assurance for the development of ICT systems
• Experience in organizational change management and change management is highly desirable
• Previous consultancy experience is desirable
• Previous work with the Ukrainian and/or the EU agencies is desirable.

Languages

• Fluency in Ukrainian and/or Russian and English is required.
