Job description  

GOAL Mission Statement

To work towards ensuring that the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food, water and sanitation, healthcare and education.

GOAL Ukraine: Overview

In light of the ongoing conflict and the humanitarian crisis in Ukraine, GOAL established a presence in the country in 2015 and is currently implementing an emergency response programme. Initially focused on hygiene activities, GOAL Ukraine’s programing areas are expanding in the coming months to include both cash-assistance and NFI activities, aimed at addressing the acute needs of the most vulnerable. Currently focused on Luhansk Oblast, GOAL activities in the region are coordinated from Severodonetsk and Luhansk City with the head office in Kiev.

Summary of the Position

The HR Manager is responsible for overseeing all human resources activities, including recruitment and succession planning, HR policies and procedures, performance management, staff development and remuneration and HR-related reporting. 

Key Duties

Recruitment Planning and Staff Selection

  • Support managers in the development of job descriptions
  • Advertise vacancies in a variety of publications, through partners and government agencies as required and through networking and referrals
  • Shortlist candidates, interview along with technical managers and select the best candidates
  • Arrange reference checks, terrorist vetting and job offers as required

HR Inductions, Staff Development and Debriefs

  • Oversee all staff inductions
  • Working together with the Country Director other Coordinators, identify training needs and staff development to ensure that staff have appropriate training to keep performance at a high level
  • Conduct exit interviews with staff who are leaving and report to management on key trends

HR Policies, Procedures and Good Practice

  • Oversee the implementation of the employee handbook
  • Provide support and advice to managers on employee relations and performance management, ensuring that issues are dealt with in a fair and consistent manner; this will include overseeing disciplinary and grievance procedures.
  • Ensure that managers have the skills to conduct performance appraisals and that these happen promptly

HR Administration

  • Ensure that staff files are comprehensive and up to date and maintain personal employee cards
  • Preparation of employment contracts, coordinating with legal advisors as needed
  • Preparation of orders on staff (orders of employment, termination of employment, vacation, etc.) coordinating with legal advisors as needed
  • Maintain employee timesheets and ensure are in order for both donor reporting and reporting to Ukrainian authorities
  • In coordination with line managers, preparation and maintaining of staff schedules
  • Ensure that all vacation and other leave is recorded using GOAL’s online system
  • Assist with travel and other arrangement for international visitors to GOAL

 Other duties

  • Manage annual remuneration reviews for staff and ensure that GOAL’s salary scale and grading structure is appropriate to attract skilled staff; liaise with HQ in getting approval for annual pay budgets and changes
  • Reporting to management on key HR issues
  • Oversee work on HR-related insurance policies
  • Manage any staff assigned

Essential Requirements

  • At least 3 years’ experience in a human resources position
  • Relevant professional qualification or university degree
  • Strong attention to detail
  • Ability to manage and prioritise a varied workload in a rapidly changing work environment
  • Excellent Microsoft excel experience, and knowledge of Sage or other accountancy packages
  • Ability to speak / write in English
  • Friendly, professional manner, with the ability to manage and work with staff at all levels

Desirable

  • Experience in a human resources role with a humanitarian, recovery and development organization
