Position: HR Coordinator
Reports to: Finance Manager (FM)
Supervision of: N/A
Duty station: Kiev
Duration and type of contract: 12 months contingent upon availability of funds

1. Role and responsibilities

Generic responsibilities
1. Implement NRC’s HR systems and procedures at country level
2. Ensure adherence to NRC policies and the national labour law in all processes and procedures
3. Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc
4. Coordinate with relevant partners, suppliers, authorities, lawyers etc.
5. Prepare and submit periodic reports to HR Global in Oslo as appropriate
6. Ensure accuracy of staff salaries
7. Train and support line managers in HR processes
8. Advice managers in personnel conflicts/processes when relevant
9. Ensure that staff records in all offices in the country are up to date and filed appropriately

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.
• Responsible for recruitment processes of national staff in close coperation with relevant Managers
• Assist with any other duties assigned by the CD or FM as and when required.

Critical interfaces
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Cooperation with CD and Senior Management Team
• Cooperation with Programme and other Support functions in Kiev and the field 

2. Competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies for this position:
• Broad experience from working as HR Coordinator in a humanitarian/recovery context
• Broad knowledge of the Ukrainian labour law
• Documented results related to the position’s responsibilities

Context related skills, knowledge and experience:
• Knowledge of the context in Ukraine.
• Fluency in English and Ukrainian/Russian, both written and spoken
• Knowledge of start-up an asset

Behavioral competencies
These are personal qualities that influence how successful people are in their job. NRC’s Competency Framework states 12 behavioural competencies and the following are essential for this position:

3. Performance Management
