Duty station:                                      Luhansk and Donetsk Regions   

Travel:                                               50%

Duration and type of contract:             12 months contingent upon availability of funds

  1. Role and responsibilities

The Logistics Assistant (procurement)is responsible for the conducting procurement tasks within the Winterization Mobile Team in one Oblast NRC Ukraine.

Generic responsibilities

  1. Promote the NRC fleet management services to Mobile Team within the Oblast including access to the vehicle usage and rental services, Fleet Wave, vehicle distribution, management, etc.

  2. Be responsible that vehicle fleet is optimised in its size, vehicle models, utilisation, running operational costs and is used as per set rules and regulations described in Fleet Manual.

  3. Ensure timely, accurate and correct data entry into the fleet management system.

  4. Plan, allocate and co-ordinate local driver resources to ensure the most effective use of their time and the efficient delivery of transport services using available resourcing and route planning tools as appropriate to minimize the costs of such resources.

  5. Provide support  in testing, training  of drivers and authorized staff.

  6. Ensure that the necessary information related to  transport/fleet management is effectively shared and communicated to the Logistics Officer and all other relevant NRC functions e.g. on driver/vehicle movements/fleet performance/driving safety and accidents

  7. Support the Logistics/ICT Manager in managing, evaluating and reporting upon fleet management activity/performance to verify the the full recovery of all relevant cost from internal/external service users.

  8. Keep record sheet of daily vehicle movement and be in touch with vehicles when in field (on hourly basis)

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

  • Contribute to the development of  Logistics as a support service in NRC Mobil Tem to meet needs and gaps in the other Departments. Develop these areas according to NRC policy, guidelines and Ukraine legislation.

  • Be the focal point and coordinating the task the PDM and Logistics Officer have initiated.

  • In close cooperation with staff propose development initiative to PDM within the Department.

  • Assist with any other duties assigned by the PDM and Logistics Officer, as and when required.

  • Manage the drivers

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Cooperation with PDM and Logistics Officer

  • Cooperation with Programme and other Support functions in the field
