Міжнародна фундація виборчих систем (IFES) - незалежна неурядова організація, працює з громадянським суспільством і Центральною виборчою комісією (ЦВК) над поліпшенням доступу для осіб з обмеженими можливостями до виборчого процесу. Сьогодні, виборці з обмеженими можливостями та ті, хто має обмежену рухливість, наприклад, літні люди, приймають участь у виборах голосуючи за місцем перебування. У той час як існуюча система дозволяє їм голосувати, вона позбавляє їх спроможності продемонструвати свою громадянську позицію шляхом голосування на виборчих дільницях разом зі своїми співгромадянами. Це посилює маргіналізацію осіб з обмеженими можливостями в суспільстві.
Міжнародна фундація виборчих систем запрошує українські НУО взяти участь у конкурсі грантів для проведення моніторингу доступності виборчих дільниць для людей з інвалідністю у Полтавській області.

QUESTIONS & ANSWERS
1. In what form to write an application?
The applicant may prepare the application/proposal in its own format. The proposal should be submitted as a Microsoft Word or PDF file; the budget should be submitted as a Microsoft Excel file. The application should include information on the applicant’s past experience and capacity related to monitoring, analysis, and electoral access for persons with disabilities. The application should include a description of how the applicant plans to carry out the project, including a timeline.
2. What is the project budget?
IFES estimates that the project will require a budget of no more than $40,000 and invites applicants to propose reasonable, competitive budgets of their own. The monitoring field work will need to be completed within a relatively short timeframe, by the end of February 2016, so applicants should budget resources accordingly.
3. How much can you spend on wages? (%)
IFES expects that labor/wages will be the largest component of the activity budget, given the need for monitoring, data analysis, and report writing. IFES does not set a maximum on the percentage of the budget for wages.
4. How much can you equipment? (%)
IFES does not anticipate that much equipment will need to be purchased for this project. Therefore, the amount budgeted for equipment should be relatively low, but IFES does not set a maximum.
5. How much can the shipping costs? (%)
IFES does not anticipate shipping costs for this project. Therefore, the amount budgeted for shipping, if any, should be relatively low, but IFES does not set a maximum.
