For the purposes of project implementation, GRM is looking for a senior accountant. The senior accountant will be responsible for accounting, suppliers processing, taxation within the project. Senior accountant will assist in reporting matters to the project management, GRM, donors, local authorities to ensure that all financial obligations are fulfilled in accordance with the law and regulations of Ukraine.

The expert will be reporting to the project manager.

Level of Effort: Full time, Monday-Friday (part time involvement is not possible).

The duration of the contract is 6,5 months (1 July 2022 till 15 January 2023) with no possibility of extension.

For contracting (after the job offer is made), the selected candidate should be able to get registered as a Private Entrepreneur of the 3^rd group (consultancy services).

Indicative duties and responsibilities (scope of work):

• Provide transparent, effective and timely accounting of the project’s budget, organize suppliers’ contracting and payment for goods and services;

• Review all payment requests generated by the program, supply chain, admin units ensuring that all back-up documentation and approvals are available for transactions; work with the supply chain staff and collect original documents for processing payments, such as service completion note, goods received note, invoice;

• Take appropriate measures of control to minimise the risk of fraud or theft;

• Provide for timely and duly remuneration of the project’s staff salaries;

• Maintain proper filing system for the cashbook, transaction vouchers and other financial documents;

• Ensure that financial obligations are fulfilled in accordance with the law and regulations of Ukraine, as well as with the requirements of the donor;

• Ensure transparent and efficient budget spending and report on that to the project coordinator;

• Prepare necessary financial reports for the donor and GRM;

• Prepare necessary financial reports for the Ukrainian authorities;

• Other ad-hoc duties as required;

• Ensure high quality of work that corresponds with the quality standards of the GRM.

Preferred Qualifications and Skills:

• Degree or proven certificates on completion of accounting training
• No less than 5-years experience in accounting and financial control
• Proven knowledge of working with accounting systems
• Solid knowledge of pertinent Ukrainian legislation (taxation, financial reporting etc.)
• Excellent skills with Excel
• Impeccable ethical standards
• Prior experience working in a fast-paced environment and to strict deadlines
• Good time management and organisational skills
• Strong attention to detail and quality
• High level of Ukrainian proficiency; English proficiency is highly desirable and is an advantage
• Knowledge or experience of NGO work desirable
