Role and responsibilities

NRC Ukraine works with partners to extend its access to people in need and to build the capacity of local institutions for longer-term sustainability. To work in partnership most effectively, NRC Ukraine will need to strengthen its internal systems and develop standard operating procedures for partnership management, building on NRC’s existing partnership toolkit. Partner capacity building requires inputs across NRC teams, from Finance, M&E, Programmes and others; effective partnership management will require greater internal coordination and leadership. Partner mapping and risk analysis must also be adapted for the Ukraine context and implemented. 

This role requires a diverse set of skills including an understanding of partnership programming in protracted crisis, strategizing, ability to operationalize strategies and the ability to collaboratively develop practical field-oriented partnership tools and guidance. The successful candidate will be a strong networker with the ability to explain and share knowledge with a wide range of stakeholders.

Role and responsibilities  

Generic responsibilities 

  • Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  • Strengthen NRC’s response to prioritized country advocacy and protection issues both within the country and internationally
  • Provide timely and context specific information to internal and external stakeholders
  • Support and train programme staff to mainstream protection and do-no-harm into their projects and activities and respond to prioritised advocacy and protection concerns 
  • Play an active and strategic role in the humanitarian community to strengthen the advocacy and protection response in accordance with the NRC country strategy
  • Prepare and submit periodic and ad-hoc reports to line manager 

Specific responsibilities 

  • Maintaining Partner Relationships
  • Maintain relations with a range of partners and work with the partnership team to identify local civil society groups and organizational development needs
  • In coordination with NRC program and M&E teams, regularly meet with partners to get feedback on organizational development and based on this, design, revise and implement an organizational development strategy tailored to different partners
  • Support and facilitate communication and coordination among partners.
  • Conducts needs assessments to determine measures required to enhance partner performance.
  • Capacity Building to Partners
  • Direct the needs assessment for trainings and partner organizational development to enhance the effectiveness of partners performance in achieving their goals and objectives
  • Provide with support from the partnership team direct capacity building to partners in cross – cutting issues (M&E, Finance, Procurement) and operational good practices;

Partners Data Management and Tracking

  • Maintain tracking of planned, active and closed partner projects in electronic and hard copy, ensuring all documentation in place
  • Lead on evaluation and vetting of potential partners as per NRC implementing partner vetting process;
  • Participate in project review meetings and actively follow up on outstanding partnership issues
  • Partnerships Strategy, Approach and Procedures
  • Provide input to the development and implementation of NRC Ukraine overall strategy and operational methodology for engagement with  public, private, and civil society stakeholders;
  • Responsible for ensuring a structured approach to partnerships, including the development of tools for identifying, assessing, capacity building, monitoring and evaluating partnerships;
  • Ensure NRC’s partnership building approach is in line with the durable solution operational strategy; Partnerships Compliance
  • Monitor partner’s compliance to NRC’s and where applicable to specific donor’s requirements; 
  • Act as focal point for contracting and sub – granting related issues to NRC operational partners;
  • Work actively with the protection, grants and finance unit to ensure strong mainstreaming of core NRC principles across operational partners. 

Competencies 

1. Professional competencies 

These are skills, knowledge and experience that are important for effective performance. 

Generic professional competencies: 

  • Minimum 3 years of experience from working in a humanitarian/recovery/human rights or development contexts
  • Experience with NGO, and/or international organisation 
  • Professional knowledge of humanitarian principles 
  • Experience from working in Eastern Ukraine context
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile 
  • Fluency in English, Ukraine both written and verbal 
  • Experience in managing and implementing programs in humanitarian contexts 
  • Ability to work independently and proactively
  • Context/ specific skills, knowledge and experience:
  • Solid understanding of the Ukrainian civil society
  • Documented/proven results related to the position’s responsibilities, particularly in coordination and networking
  • Background in NRC thematic area’s (e.g ICLA, shelter, livelihoods, etc.) desirable
  • Excellent training and facilitation skills
  • Excellent communication skills, both written and verbal
  • Ability to work under pressure, independently and with limited supervision
  • Excellent interpersonal skills
  • Excellent attention to detail, organisational skills and discretion with confidential information

2. Behavioral competencies
