National health data analyst for contract monitoring, PHC evaluation at strategic purchaser in Ukraine
1. Purpose of the Position
The recent health reforms hold the promise of health system transformation in Ukraine but need strong support to secure results especially in monitoring and understanding provider behavior and responses to financial incentives as reflected in the data collected by the single purchased, the National Health Service of Ukraine. For many years, the Ukrainian health system has underperformed in terms of the Universal Health Coverage (and Sustainable Development) Goals of providing access to quality care and financial protection to the Ukrainian population. Based on the vision laid out in the Health Reform Strategy for 2015-2020, major health reform was initiated in 2017, starting with the adoption of the health financing law. WHO has been actively engaged in the reform process, which is at critical juncture and needs further bolstering to sustain gains and advance further. The inherent difficulty of the process of large-scale reform implementation is compounded by creation of large quantities of data which needs to be structured, analyzed, regularly monitored and synthesized in order to provide useful information for monitoring and future development of the health reform. It is essential for policy-makers to have a reliable and clear picture of how the quality of primary healthcare is developing and how the providers are behaving a given population entitlement and payment through capitation. WHO has a long tradition of providing support to Member States to strengthen their health information systems (HIS) as well as in improving strategic purchasing. Monitoring and evaluation as well as development of indicators of quality of primary care and the health sector is part of the essential functions. Given the current needs and capacities, WHO requires support from national incumbent in responding to these challenges to deliver the tasks described.
2. Organizational context
The incumbent will work within the WHO country office in Ukraine under the overall guidance of the WHO representative and the Adviser on Health Policy and in cooperation with WHO EURO health financing team in cooperation with the NHSU M&E cluster and in cooperation with other WHO consultants including Alexandr Katsaga.
3. Description of duties
The overall objective of the consultancy is to support the NSHU in conducting data analysis and development of indicators of performance, quality and compliance with contract conditions.
Objective 1: Suggest improvements in internal reports on quality of care
Objective 2: suggest development information systems and adaptation of indicators of quality into the NHSU databases, in the primary care sector

4. Recruitment Profile
Functional Knowledge and Skills
Essential: - Analytical thinking, Basic knowledge of statistics, Knowledge of SQL (PostgreSQL), query writing, aggregation, window functions, query optimization. - Knowledge of Python (pandas, openpyxl), Power Bi, Excel (DAX, PQ)
Desirable: Experience working with big data will be an advantage, (knowledge of R or other programming languages will be an advantage) (experience with other BI will be an advantage)
Education Qualifications
Essential: Bachelor’s degree in mathematics, IT, health sciences, physics, statistics or related fields
Desirable: Master’s degree in the above .
Experience
Essential: 3 years’ experience in data management and analysis in Ukraine, especially in health information systems and/or data collection/validation and/or quantitative data
Desirable: Experience working with national authorities, Ministries and other regulatory agencies, part of team projects with clear outcomes
Languages
Essential Fluency in English, Ukrainian
Desirable working knowledge of Russian
