1. Purpose of the Position

In order to proceed with timely planning and implementation of the project the WHO CO is seeking for a short-term consultant to provide support in the area of gender, equity and human rights (GER).

2. Organizational context

Within the WHO-Government of Canada project “Strengthening local and national Primary Health Care and Health Systems for the recovery and resilience of countries in the context of COVID-19” WHO is assisting Ukraine to address needs and gaps identified for the continuation of essential services and for strengthened equity-oriented, gender-responsive and human rights-based primary healthcare (PHC) in the context of COVID-19. The project aims to contribute to strengthened primary health care in Ukraine, particularly in regard to COVID-19 response and recovery, and to improve the ability of Ministry of Health, health workforce and key stakeholders to deliver equity-oriented and gender-responsive essential health services, including reducing financial hardships of for the most vulnerable and conflict-affected populations. 

The consultant will work under the guidance of the WR Representative and  the WHO regional office for Europe and report to the Advisor on Health Policy in the WHO country office in Ukraine.

3. Description of duties 

The consultant will conduct the following tasks:

Objective 1: Agenda setting
1.    Provide support to the WHO country office on gender, equity and rights in coordination with the WHO regional office for Europe and with the UN Gender Thematic Group national counterparts, international community, civil society and academia to enhance collaboration and strategic partnership during the consultancy period.
2.    Support Advisor on Health Policy in the WHO country office and other teams in WHO towards planning to integrate gender, equity ad human rights (GER) based approach into their workplans and monitor and report on the progress in this area by submitting monthly reports on GER agenda during the consultancy period.
3.    support Advisor on Health Policy in development of a country workplan for GER mainstreaming across the 2022-2023 WHO/CO workplan in 2 months after appointment.
Objective 2: Data collection and reporting
4.    Conduct analysis of the use of sex disaggregated data and gender analysis which ensures knowledge sharing, documentation and dissemination of good practices on GER in health during the consultancy period.
Objective 3: Communications and networking
5.    Prepare a core set of communication and dissemination materials to be used by WHO country office in meetings and on specific UN Days on WHOs role and technical assistance on GER based on the agreement with WHO communications officer.
6.    Investigate existing network of expertise and civil society involved in gender equality, equity, human rights and health to support gender transformative, equity oriented and rights based PHC by 3 months after appointment.
Objective 4: Capacity building and policy dialogue
7.    Adopt GER related tools to the national context to be further utilized in mainstreaming GER component into health policies.
8.    Develop a structure for the course for capacity building of PHC providers, WHO staff and national authorities on gender responsive, equity-oriented and rights-based primary health care.
9.    Support the development of a GER assessment of barriers in PHC conducted by WHO regional office during the consultancy period.
10.  Suggest the structure and steps to plan execution of policy dialogue on gender with the focus on PHC workforce.

4. Recruitment Profile

Functional Knowledge and Skills

Essential: Strong communication and stakeholder engagement skills. Broad knowledge of public sector management and relations with UN agencies and international organizations. 

Desirable: Experience in engaging with WHO.

Education Qualifications

Essential: Master’s degree in communication, social policy, healthcare, health policy, public management, economics, demography, public health, or related field.

Experience 

Essential: Minimum 5 years of experience in health including public sector experience with proven ability to write reports, review policies, and ability to analyse policy documents
Desirable: Experience in Ukraine

Languages

Essential: Fluency in English, Russian and Ukrainian (reading, writing, and speaking).

5. Contract duration

October 1 – December 31 2021

6. Location 

Kyiv, Ukraine.

7.  Travel 

On travel outside Kyiv is envisaged.

8. Remuneration and budget (travel costs excluded) 

The level of remuneration of USD140 per day is aligned with UNDP Service Contract Remuneration scale for UKRAINE (SB-4 level) and doesn’t exceed the local salary scale for NPOs in Ukraine (NO-B equivalent) and reflects the complexity of the assignment, the consultant’s expected technical input and engagement as well as the consultant’s required qualification and essential experience to perform the work.

The fee of 140 USD per day in the period of (01 October – 31 December 2021) is commiserate with the level of experience needed for this project. The fee for 3 months/60 days = 8.400 USD
