Programme Specialist (Mental Health and Psychosocial)

Type of Appointment:  Special Short-Term, 

Six months with possibility of extension     

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:  

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Emergency and Stabilisation Programme Coordinator and, in collaboration with the Emergency Coordination Officer and the Programme Officer (TRD), the successful candidate will be responsible for coordinating the  implementation of the Emergency and Stabilisation Unit’s MHPSS activities.

 Core Functions / Responsibilities:  

  1. In coordination with the E&S Coordinator and relevant unit programme managers, the MHPSS specialist will be responsible for the coordination, and implementation of the MHPSS activities in the ECA including but not limited to monitoring of the current MHPSS hotline and trainings; establish mobile MHPSS teams and participate  in the development/expansion of activities in line with needs identified by the MHPSS and field teams and monitor financial and administrative needs of the project activities.  
  2. Provide technical guidance and oversight of MHPSS staff, field teams and implementing partners engaged in IOM’s MHPSS activities; participate in the review, refine and develop of relevant SoPs, referral mechanism structures and assessment documents and support the IM & MEL officer in the development of appropriate monitoring and evaluation tools. 
  3. Organizethe implementation of capacity building of staff and partners by MHPSS psychologists to ensure they are more able to effectively assist beneficiaries and better able to manage their own needs. Capacity building training to include but not be limited to psychosocial first aid, burn-out and stress management, community-based psychosocial interventions and conflict mediation and de-escalation.   
  4. Support   E&S management in the development of new MHPSS projects and related resource mobilisation efforts; Provide inputs for reporting purposes and support PD/M&E with inputs for donor liaison purposes and ensure that relevant visibility and outreach material is developed in line with MHPSS and protection guidance; 
  5. Participate in all relevant coordination bodies, working groups and other relevant government and non-governmental mechanisms and lead on liaison and engagement with a view to increase IOM’s partnership portfolio. 
  6. Support the IM & MEL officer in the mainstreaming of all relevant protection and MHPSS elements and stay abreast of local legislative changes to ensure that MHPSS activities are in line with current Ukrainian law. 
  7. Pursue relevant learning opportunities. Propose learning opportunities for other relevant staff to ensure quality, innovative, and evidence-based programming.
  8. Undertake duty travel as needed within Ukraine to meet with beneficiaries, partners, and/or donors; to monitor programme progress; and/or to support staff working on relevant projects. 
  9. Perform such other duties as may be assigned.

 Required Qualifications and Experience 

Education

  • High school diploma or equivalent with at least seven years of relevant work experience

OR

  • University degree in Social Sciences including Psychology, Anthropology, Social Work or Sociology from an accredited academic institution with at least five years of relevant professional experience.

Experience 

  • MHPSS experience working in an emergency settings in positions that demonstrate progressive responsibility, preferably with resource mobilisation experience
  • Knowledgeable in and has used the IASC MHPSS guidelines and best practices as part of their previous work experience.
  • Training experience with track record of capacity development of organisational staff, partners and government counterparts required. 
  • Experience in working with vulnerable groups 
  • Experience in project cycle management and managing teams both directly and remotely.
  • Knowledge of the impact of conflict on populations and particularly vulnerable groups and experience of creating tailored interventions 
  • Knowledge of the UN cluster system and relevant government bodies and coordination structures 
  • Strong communication skills both oral and written
  • Knowledge of project management 
  • Strong understanding of MHPSS and protection frameworks with a strong commitment to humanitarian principles

Languages 

Fluency in English, Ukrainian is required; Russian is desirable.
