Young Professionals “Jumpstart” Initiative: duration 12 months

Safe, Affordable, and Effective Medicines for Ukrainians (SAFEMed) applies health system-strengthening best practices to create evidence-based interventions and strengthen Ukraine’s pharmaceutical system in line with the Ministry of Health’s (MOH) health care reform objectives. SAFEMed seeks to improve access to appropriate, quality medicines to maximize availability within MOH’s budgetary constraints. SAFEMed interventions will institutionalize rational medicine selection, strengthen and systematize public procurement of pharmaceuticals and commodities, support sustainable public sector pharmaceutical financing, and strengthen the pharmaceutical supply chain in collaboration with the Government of Ukraine (GOU), the MOH and the National Health Service of Ukraine (NHSU), civil society partners, other implementing partners, and the private sector.

According to the Law of Ukraine dated as of March 19, 2015, procurement of medicines and medical devices under national programs was taken out of MOH and transferred to specialized procurement organizations (UNDP, UNICEF, Crown Agents) until March 2019. Later then, this deadline was extended until March 2020. As practice demonstrated, there were many issues related to cooperation between MOH and those specialized procurement organizations. Because of the lack of capacity in MOH, support of the international procurement through local professionals is seen of vital importance to make procurement with involvement of the specialized procurement organizations successful. Administrative support of current processes and operations within MOH needed to ensure timely documents flow, their proper format, and approval by relevant individuals (parties).

Scope of Work:

  • Provide general support to SAFEMed in organizing different events and/or working and expert groups meetings;
  • Support coordination and cooperation of key stakeholders in the development of new and amendment of existing legal documents to support current SAFEMed activities in procurement;
  • Assist MOH and CPA in ensuring appropriate documents flow and development of official correspondence, timely approval of the necessary documents, letters, orders, etc;
  • Perform other administrative functions aimed to support international procurement;
  • Provide economics and/or accounting-related input within support of international procurement.

Deliverables:

  • Support SAFEMed in the successful coordination of scheduled events, create and update an event calendar and checklist, and monitoring the performance of the supporting agency;
  • Support CPA’s operational updates related to ongoing procurements, inventory levels, and upcoming deliveries, including the development of easy to use dashboards;
  • Participate in working groups, roundtables, staff meetings, and external meetings to support SAFEMed activities in medicines verification;
  • Support coordination and cooperation of key stakeholders in the development of new and amendment of existing legal documents to support current SAFEMed activities in procurement;
  • Draft recommendations in the area of legal regulation, supply chain, and/or procurement enhancements that will help ensure a seamless flow and reduction of stock-outs of health commodities in Ukraine;
  • Perform other duties as assigned.

  • Bachelor’s degree (a graduate or young professional)
  • A good command of English and Ukrainian language (oral and written);
