Procurement Manager

Chemonics International Inc. is looking for a qualified professional to fill the position of Procurement Manager.

The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (“Ukraine Democratic Governance East Activity” or “DG East”) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East purpose is to strengthen the connection and trust between citizens and their government in Eastern Ukraine and to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives are implemented across five project offices: Kyiv, Kramatorsk, Severodonetsk, Mariupol, and Kherson. The position will be based in Kyiv. 

Responsibilities for this position include:

Provide technical and logistical support and assistance to the Offices during the implementation of DG East activities;

Respond in a timely manner to procurement requests on equipment, supplies and services for office operations and for technical activities, such as DDGS and in-kind grant procurement activities. In coordination with the Activity Implementation Unit, including the Activity Implementation Manager, the Activity Pool Director, the Grants and Subcontracts Manager and DCOP manage and oversee procurement for technical activities, in accordance with Chemonics procurement policies and USAID FAR and AIDAR regulations; 

Review received PARs for office operations and technical activities and make procurement schedule; On needed bases draft and announce RFQ/RFPs for procurement of goods and services;

Maintain PAR procurement Tracker;

Under direction of DCOP, communicate with local and regional vendors and service providers to obtain quotations and/or initiate procurements of requested commodities and services;

Prepare procurement documents for operational and DDGS and in-kind of grant procurements, including bid evaluation reports, selection and justification memos, notifications to the selected or rejected vendors, purchase orders, contracts etc.;

Check references and visual compliances;

Track and monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance to terms and conditions;

On needed bases coordinate with grant and subcontracts team on in-kind grants and DDGS procurement activities;

Upon receipt of goods and services, draft Inspection Forms for signing and filing;

Submit procurement packages with invoices to Finance team for processing the payment;

Monitor contracts and purchase orders issued to vendors and follow up as necessary to ensure compliance to terms and conditions, monitor vendor’s performances and track deadline of provision of goods and services;

Maintain the overall integrity of the procurement filing system, label and maintain complete electronic and hard copies of files, scan and upload procurement files on SD, ensure that appropriate documentation is included in each procurement file; 

Assist with the project’s commodity management tracking system and provide accurate information to management;

Provide procurement status reports and inventory summaries as requested by project staff; 

Travel as required to inspect, confirm delivery, and facilitate disposition of equipment at grantee sites.

 Qualifications:

Undergraduate degree or equivalent work experience in relevant field;

Strong management and administrative skills, preferably with respect to managing and backstopping standard and in-kind procurements/grants;

Strong understanding of USAID procurement regulations, particularly FAR and AIDAR. 

Ability to coordinate with external partners and monitor counterparts and subcontractors or grantees;

Ability to work in a multinational, multicultural environment;

Excellent interpersonal and communication skills, and time management;

Computer literacy: MS windows applications (word processing, excel, spreadsheets, etc.);

Fluent Ukrainian and Russian language, and proficient English language.
