LOCATIONKyiv, Ukraine , with travel to the field (conflict affected areas, outside the country , up to 30%)

 

Child Safeguarding: Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

 

ROLE PURPOSE:

The role of the Advocacy and Communications Officer (ACO) will focus on providing high quality internal and external communications, and support the Head of Advocacy to develop, implement and maintain strong media, campaign and advocacy plans and presence in line with current Country Office strategies.

 

SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:

 

Strategic input to Country Programme

  • Implement CO communications strategy and Protecting Children in Conflict/Stop the War on Children (PCIC/SWOC) campaign in Ukraine, in line with current Country Strategy Plan 2019-2021.
  • Support the Head of Advocacy in leading on the assessment of risks related to more public media presence and communicating in the current context - and advising the SMT on these issues.

 

Building and maintaining effective relationships

  • Develop and maintain good internal relationships with the Middle East and Eastern Europe Regional Office and SCI members.
  • Develop and maintain good external relationships with SC Ukraine partners, the media and the government.
  • Work with members and Country Office staff to ensure appropriate resourcing and timely delivery of agreed deliverables.
  • Represent Save the Children in external meetings (UN, clusters, government)

 

Communications

  • Work on delivery of high quality communication materials for all programmes.
  • Conduct content gathering visits to project activities/events, to collect high quality case studies, photos, etc.
  • Liaise with the regional office to ensure sign off, following specific guidelines, on all Ukraine CO materials for external use.
  • Support communications for the emergency/recovery/development programmes and identify opportunities for maximising exposure of those projects.
  • Ensure that the branding and communication guidelines of Save the Children are uniformly and consistently followed across the Ukraine Country Office.
  • Build capacity and provide training for programme staff on communications skills and policies.
  • Support the development of project communications plans (in line with CO Communication Plan) and provide advice for programme staff.
  • Develop and deliver a clear and effective system for internal communications.

 

Media

  • In line with agreed media protocols, support the development of a media profile for Save the Children in Ukraine through the production of high quality, well researched, and well written products (in a variety of mediums) reflective of Ukraine CO mandate.
  • Liaise and maintain contact with the Regional Office and members to implement communication activities, including facilitating media visits
  • Respond quickly and appropriately to external requests for information.

 

Advocacy

  • Support the Head of Advocacy in rolling out specific advocacy activities from the PCIC/SWOC campaign for the Ukraine CO.
  • Support programme leadership to articulate their top priority advocacy objectives in line with the Country Strategic Plan 2019-2021.
  • Identify key opportunities and events for Save the Children Ukraine to position itself as the leading organisation and “partner of choice” for children’s issues in Ukraine.

QUALIFICATIONS AND EXPERIENCE

 

  • University degree in communications, journalism or related field; or equivalent experience.
  • A general appreciation of the issues concerning the development/civil society sector with an in-depth knowledge of communications, campaigning, advocacy, marketing, and/or fundraising.
  • Substantial experience (from 3-5 years) in a corporate or an NGO environment, with experience in developing and implementing communication, advocacy and campaign strategies.
  • Highly developed intercultural/interpersonal and communication skills including influencing, negotiation and coaching.
  • Experience of collecting and producing communications materials, such as case studies and photo stories.
  • Strong results orientation.
  • Ability to present complex information in a succinct and compelling manner.
  • Familiarity with child protection and safeguarding issues, including experience with vulnerable populations.
  • Experience of building personal networks, resulting in securing significant new opportunities for the organisation.
  • Fluent in written and spoken English and Ukrainian/Russian.
  • Ability and willingness to work under pressure and be flexible with working hours.
  • Experience of solving complex issues through analysis.
  • Commitment to Save the Children values.
