Deloitte is seeking a qualified candidate to serve as a short-term GIS/ Data Assistant in support of the USAID/ Ukaid Health Reform Support (HRS).

Period of Performance: January 11, 2021 – May 30, 2021

 

1. Project Background and Summary:

The purpose of USAID Health Reform Support is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:

  1. Improve health sector governance.
  2. Support the transformation of the healthcare financing model.
  3. Strengthen the health workforce.
  4. Enhance transparency, accountability and responsiveness of the health care system.
  5. Improve service delivery system at all levels.

 

According to the CMU Resolution “On some questions concerning the development of hospital districts” No. 1074, dated 27th of November, each Hospital District Council has to develop a 3-5-years hospital district development plan. Considering the absence of national guidelines, insufficient capacity of hospital district council members in healthcare strategic planning, it is critical to support Hospital District Councils with methodological guidelines in hospital network planning as a base for the development of hospital district development plans (HDDP). In previous project year, HRS supported Zhytomyr Hospital District Council in the development of methodology for hospital network modelling and drafted the HDDP. This share of experience and technical assistance is in high demand among other regions in the development of their regional plans. The support will include the ongoing guidance in modelling, data analysis and its interpretation, and HDDP development.

 

2. Tasks:

  • Health care facilities database verification on different levels.
  • Create vector type maps and separate components with administrative and healthcare information required for modeling project.
  • Continuous data updating (such as administrative structure, population and healthcare) for mapping an as-needed basis.
  • Provide technical and consultation support for Hospital Distric Network Modelling Stage team in data mapping sector.
  • Modeling 90- and 120-minutes hospitals catchment area for core hospitals.
  • Provide spatial analytic support during creating easily consumed, aesthetically appealing and visually impactful maps images.
  • Create presentations, spatial and database documents, reports, and other documents needed throughout the workflow.
  • Updating spatial documents database with administrative, population and public health data.
  • Spatial database verification.
  • Convert geographic data formats and standard data conversion and transformation methods, for geographic analysis.
  • Communicate effectively with team on current projects and timeline status.
  • Perform other tasks related to HDDP activity if needed.

3. Qualification requirements:

 

  • Bachelor or Master degree in geographical, statistical or related specialties.
  • Upper-intermediate skills of work with a geographical and statistical software: QGIS (in priority), ArcGIS, GEODASPSS.
  • Considerable knowledge of geospatial concepts, principles, and methods. In priority skills of work with vector spatial data.
  • Analytic skills in spatial relationships and geography data.
  • Upper-intermediate knowledge of work with Microsoft Office (Excel, Power Point, Word) and, additionally, statistical packages for data analysis and data visualization.
  • Analytical skills and critical thinking for searching, processing, using data and representing post analyzing results.
  • No less than one years of experience in work with GIS and related software.
  • Ability to work independently and work in team deliver quality product, meet deadlines and prioritize competing responsibilities.
  • Upper-intermediate Ukrainian and English language skills.
  • Ability to be employed as an Individual Entrepreneur (single tax payer, 3rd category).
