The Norwegian Refugee Council (NRC) is an independent humanitarian organisation helping people forced to flee. NORCAP is a global provider of expertise that contributes to solving challenges in the humanitarian, development and peacebuilding sectors. Our ultimate goal is to strengthen the resilience, and protect the lives, rights and livelihoods of vulnerable people and communities

NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

This position will play an important role in supporting NRC to address the needs of conflict-affected persons, including IDPs (more than 1.4 million registered), impacted by the continuing armed conflict in eastern Ukraine. NRC started its activities in eastern Ukraine in late 2014, striving to help people that have been displaced by the armed conflict, as well as the local population living in conflict-affected communities in government controlled areas of Donetsk and Luhansk oblasts, especially along the so-called “contact line”. NRC provides legal aid services, helps to reconstruct damaged and destroyed housing, supports vulnerable families with basic food and non-food items during the winter season, and implements a range of livelihood activities. With the evolving situation towards protracted displacement in eastern Ukraine, NRC will play a growing role in addressing durable solution challenges; the PAC will contribute to NRC efforts vis-a-vis durable solutions.

The Protection and Advocacy Coordinator (PAA) will play a key role in identifying priority protection concerns (together with the Programmes), strengthening incorporation of protection and advocacy into all aspects of NRC’s activities and developing an advocacy strategy to direct this work. The PAC will be responsible for developing NRC’s advocacy messaging to help promote an improved protection and humanitarian response environment for conflict-affected persons/IDPs in Ukraine. This post is for 12 months, with a possibility of extension, and reports to the NRC Country Director in Ukraine.

Duties and responsibilities:

  • Ensure adherence to NRC policies, handbooks, guidelines  and donor requirements
  • Strengthen NRC’s response to prioritized country advocacy and protection issues both within the country and internationally
  • Provide timely and context specific information to internal and external stakeholders
  • Support and train programme staff to mainstream protection and do-no-harm into their projects and activities and respond to prioritised advocacy and protection concerns
  • Play an active and strategic role in the humanitarian community to strengthen the advocacy and protection response in accordance with the NRC country strategy
  • Prepare and submit periodic and ad-hoc reports to line manager
  • Support programme staff in incorporating protection and advocacy into all aspects of NRC’s programme activities.
  • Ensure the provision of high quality analysis on the humanitarian situation pertaining to displacement across eastern Ukraine, as well as to the civilian population affected by the conflict, thereby contributing to improved NRC programmatic response and informing internal and external advocacy products.
  • Position NRC as courageous spokesperson on protection and humanitarian principles in Ukraine and initiate, coordinate and implement advocacy activities in cooperation with programme staff.
  • Ensure that relevant NRC offices (including Oslo, Geneva, Brussels) and departments (Field Operations, External Relations, Partnership & Policy) are informed and briefed on response situation and priority protection/advocacy issues.
  • Support the Country Director/Area Manager(s) to ensure that programme staff identify and respond to prioritised advocacy and protection concerns.
  • Actively network with other organisations involved in the response, and be focal point for development of joint field based advocacy and positions towards the international community and targeting the policy-making processes.
  • Lead Compensation Task Force, co-lead several sub groups under the HCT Protection Strategy and contribute to the numerous other HCT groups and ad-hoc groups created by parliamentary committees 

Qualifications:

  • Minimum 5 years of experience from working in a humanitarian/recovery/human rights or development contexts
  • Experience with NGO, and/or international organisation is an asset
  • Professional knowledge of humanitarian and protection principles
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal 
  • Knowledge of the Refugee Law, International Humanitarian Law (IHL) and protection standards
  • Solid understanding of the Ukrainian policy-making processes
  • Documented/proven results related to the position’s responsibilities, particularly in drafting advocacy messages, coordination and networking
