ПРООН оголошує конкурс на вакантну короткострокову посаду Консультанта для аналізу роботи ВРУ (8-е скликання) з питань сталої енергетики та довкілля.

 

The main objective of the assignment is to prepare and present analytical report containing comprehensive overview of the work of the Parliament of Ukraine (8th ?onvocation, 2014-2019) on Sustainable Energy and Environment issues.

DESCRIPTION OF RESPONSIBILITIES / SCOPE OF WORK

Under the direct supervision of the UNDP Energy, Environment and Sustainable Development Programme Coordinator, the Consultant will carry out the following activities:

  • Conduct overview of the available tools for monitoring parliamentary performance and develop an integrated methodology, which would allow to produce a comprehensive analytical report on the work of the Parliament in SEE area, including:
  • Scope the available tools for monitoring work results of the Verkhovna Rada of Ukraine (VRU) of 8th convocation (2014-2019), including but not limited to services/tools provided by Rada4You.org, Texty.org, Vox.ua and other, which allow to review and analyse the legislative process (draft laws’ development, adoption, support and more).
  • Develop an integrated methodology for analysing the Parliament’s work in SEE area and submit to UNDP for approval.
  • Based on the agreed methodology, examine the work of the Parliament (8th ?onvocation) on the legislation related to the Green Agenda for Ukraine priorities, and prepare the list of legislative acts approved/not approved for each priority issue, including the following information: draft law initiator (MP/GoU/President), short description of the draft law (not more than 200 words), outcome (registered/passed Committee/submitted for the Parliament consideration/passed 1st hearing/adopted/not adopted);
  • Prepare analytical report (up to 15 pages) with short summaries and visualisations to showcase the work results of the Parliament on each Green Agenda priority (in total 10 priorities) for further distribution among policy-makers, NGOs, officials and party representatives;
  • Develop supporting materials (presentation, messages for media etc.) and present the report during a public event with participation of key government/parliament and non-government stakeholders.
  • Support to disseminate the report and communication products, approved by UNDP, among key audiences (policy-makers, governmental representatives, NGOs/CSOs, activists, media).

To ensure the delivery of the above tasks, the Consultant will:

  • Liaise and ensure constant communication/coordination with UNDP project team regarding all aspects of the assignment;
  • Submit all the deliverables for review, comments and approval to UNDP project team as requested;
  • Hold consultations with UNDP project team as requested.

Presentation and supporting communication materials developed based on the results of analysis (Power Point, at least 10 slides, Ukrainian/English). Report is presented during a public event with participation of key government/parliament and non-government stakeholders.

Payments are based upon output, i.e. upon delivery of the services specified in this Terms of Reference as follows: 

  • 70% of contract total value will be paid upon completion of the Deliverables 1-3 as per TOR.
  • 30% of contract total value will be paid upon completion of the Deliverables 4-5 as per TOR.

MONITORING/REPORTING REQUIREMENTS

The consultant will interact with UNDP staff to receive any clarifications and guidance that may be needed. On a day-to-day basis, consultant’s work will be coordinated with UNDP Programme Coordinator (Sustainable Development, Energy and Environment). Each deliverable will be delivered in draft for comments and feedback before finalization.

The Consultant will duly inform UNDP of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.

All reports and results are to be submitted to the UNDP in electronic form (*.docx, *.xlsx, *.pptx, and *.pdf formats as appropriate). The language of the reports is Ukrainian and English.

Required Skills and Experience

EXPERIENCE AND QUALIFICATIONS REQUIREMENTS

The Consultant should possess the following qualifications, experience and skills:

Educational background:

  • At least Master’s / Specialist’s degree in Ecology, Environment, Social Science, Mass media, Law, International Law, Political Science, International Relations, Public Administration, or other relevant field.

Professional Experience:

  • At least 3 years of experience working with analysis of legislation;
  • At least 3 years of working experience in the field of energy and/or environment;
  • Excellent writing skills, with analytic capacity and ability to synthesize inputs and relevant findings (proven with at least 2 analytical papers in the area of energy and/or environment, legislation analysis or similar).

Language Skills:

  • Fluency in Ukrainian is a must. Fluency in English is an asset.

  • Personal CV or P11, including information about past experience in similar projects / assignments and contact details for referees.
  • Financial proposal
  • Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP
  • Samples of at least 2 previously prepared analytical papers
  • Letter of interest/proposal, providing brief methodology on how the work will be conducted and/or approached.
