JOB SUMMARY

The Monitoring and Evaluation (M&E) Officer will be responsible for efficiently setting up and maintaining effective monitoring systems to collect basic information about project activities implemented by International Medical Corps in Ukraine. The M&E Officer will be responsible for designing and implementing sustainable monitoring and evaluation systems in coordination with relevant government, UN agencies and headquarter-based M&E staff as well as analysing, interpreting and communicating information in a way that promotes informed decision-making for on-going and future programmatic activity. The position requires fundamental knowledge and skills to develop tools for monitoring progress against project indicators and program outcomes. This position is based in Mariupol with occasional travel to villages affected by the armed conflict in Eastern Ukraine.

ESSENTIAL RESPONSIBILITIES

  • Identify priority data needed for immediate operational and rapidly develop methods of collecting this data.
  • Develop M&E processes and related tools, in coordination with headquarter-based M&E staff, country and Programs team, that support quality assurance for key program areas (GBV, MPHSS, CP, etc).
  • Design, test, implement and review routine project monitoring and report forms, databases and data flow mechanisms and oversee the management of data for regular reporting on program progress.
  • Participate in rolling out, planning and implementation of the mission-wide Community Based Feedback and Response Mechanism (CBFRM).
  • Coordinate and lead needs assessments as necessary, including coordination with other agencies and prompt analysis and dispersal of findings.
  • Establish and maintain feedback mechanisms for M&E results with all stakeholders to identify and share lessons learned and to encourage use of data for decision-making at all levels and effectively communicate this information.
  • Conduct operational research activities as appropriate to support effective and efficient program implementation.
  • Advise in the planning and monitoring of M&E related expenditures and make recommendations for required human and financial resources.
  • Identify and locate backup documentation for reporting against indicators.
  • Conduct site visits according to the monitoring plan previously worked out and approved to monitor and assist partners in data collection process to insure data quality.
  • Roll out and support M&E activities of partner organisations.
  • Work in collaboration with other departments and staff as well as in coordination with other INGOs when necessary.
  • Participate in the relevant parts of project proposal writing.
  • Perform other duties as assigned. The duties and responsibilities listed above are representative of the nature and levels of work assigned and are not necessarily all-inclusive.

QUALIFICATIONS

  • Undergraduate degree or higher in social sciences, statistics, IT or related discipline.
  • At least two years of applied experience with a non-government organisation, governmental agency, in marketing research, public opinion polls or similar, designing, implementing and overseeing monitoring and evaluation tasks.
  • Competent in qualitative approaches and participatory assessment.
  • Experience with common survey approaches.
  • Ability to generate a compilation of program data for internal and external reporting requirements
  • Familiarity with database design and other tools for information management;
  • Excellent oral and written communication skills and ability to effectively communicate project program results and information
  • Demonstrated strategic thinking and analytical skills.
  • Strong time management skills and ability to comply with urgent deadlines.
  • Competent in MS Excel, word processing, Power Point. Familiarity with Kobo toolbox or other qualitative and quantitative data analysis desirable.
  • Fluency in written and spoken English is essential.
  • Familiarity with project management cycles in humanitarian or development operations including proposal writing, assessments, reporting and evaluation.
  • Commitment to working for humanitarian programs. The candidate must share the values of the International Medical Corps and the goals of the project.
