Background

NORC is seeking a Database Manager to support a large USAID monitoring, evaluation, and learning (MEL) project. The project will assist the USAID Regional Mission for Ukraine and Belarus to implement its 5-year country strategy.

This is a full time position based in Kyiv, Ukraine and will continue for 5 years. The position is contingent upon contract award and funding. Women are strongly encouraged to apply.

Responsibilities:

  • Conduct review of existing database and develop report detailing strengths, weaknesses, and recommendations.

  • Lead database setup, data entry, and system improvements and maintain data security.

  • Routinely troubleshoot and identify gaps in the current database and draft and execute a plan for review/correctional measures.

  • Work with Data Analyst to review indicators and reporting requirements and ensure compliance and timeliness of data submission/entry into database.

  • Reshape data and respond to data requests from the Data Analyst and other Monitoring and Evaluation (M&E) team members.

  • Provide technical assistance to USAID staff in developing effective tools and processes to collect, manage, and report monitoring data.

  • Develop and report on best practices for performance and operational efficiency. Effectively communicate with M&E team regarding system performance and problems.

Required Qualifications Include:

  • A Masters degree in a relevant field or a Bachelor’s degree and an additional two years of related professional experience.

  • Minimum five years of experience developing relational databases. 

  • Knowledge of ‘relational database management systems’ (RDBMS), ‘object oriented database management systems’ (OODBMS) and XML database management systems.

  • Understanding of structured query language (SQL)

  • Advanced knowledge of Microsoft Excel and at least one Statistical Software (i.e., Stata, SPSS, SAS, R, or Python) is required.

  • Strong attention to detail and excellent organizational skills.

  • Excellent written and verbal communication skills in English and Ukrainian and/or Russian.

  • Native Ukrainian candidates encouraged to apply.

Preferred Qualifications Include:

  • Demonstrated experience in database management utilizing USAID Agency-recommended platforms
