ADRA Ukraine is a subunit of a large worldwide network that presents in 130 countries with the main Office that is situated in Washington D.C. ADRA Ukraine has been operating in Ukraine since 1993.

Due to humanitarian response, ADRA Ukraine is providing humanitarian assistance to internally displaced people in 15 regions of Ukraine. ADRA Ukraine is currently looking for an experienced Monitoring, Evaluation, Accountability and Learning Coordinator for the Project.

Location: Kramatorsk with possible travels around Ukraine (GCA, NGCA) and abroad

 Starting date: ASAP

 ROLE PURPOSE:

Under the supervision of the Area Director  in Kramatorsk, the Monitoring, Evaluation, Accountability and Learning Coordinator’s (hereinafter ‘MEAL Coordinator’) role is to provide essential support to ADRA’s programmes by supporting the quality assurance system, build capacity at field level to deliver against ADRA’s operating standards and to support the development of proposals and programme. He/She will ensure strong monitoring and evaluations systems and harness staff capacity to ensure that ADRA programmes are implemented in a quality manner and are accountable to beneficiaries and donors. Further, the MEAL Coordinator will be expected to lead on MEAL system design and implementation, evaluations, assessments, MEAL budgeting, and recruitment. The MEAL Coordinator will support in  developping strong evidence-based proposals, logframe, gather intelligence on the donor landscape in Ukraine and build strategic partnershipsensures effective monitoring and results reporting to stakeholders and Donor Partners.

The MEAL Coordinator will focus on the following areas and beyond:

  • Implementation of monitoring and evaluation policies and strategies;
  • Management of the evaluation process;
  • Maintenance of Complaint Response Mechanism system and implementation of accountability and transparency policies;
  • Facilitation of knowledge accumulation and knowledge sharing on monitoring, evaluation and accountability.

 

 SCOPE OF ROLE:

  • Reports to: Donbas Area Director
  • Staff reporting to this post: 1 MEAL Senior Officer, 1 Database Specialist ,3 Assessment Specialist ,2 Call-center Specialist

KEY AREAS OF ACCOUNTABILITY :

  • MEAL System
    • Take on responsibility for the implementation of the Monitoring, Evaluation, Accountability and Learning (MEAL) system in ADRA’s programmes: monitoring progress against targets, Output Trackers and working alongside Program Director for monitoring MEAL action plans
    • Ensure that area operations and project staff understand the various steps and tools for the MEAL system and that this is used consistently across projects / areas
    • Manage and build capacity of field level MEAL teams to conduct quality monitoring of programme activities, measured against international standards and using participatory and gender-sensitive methodologies (including child-friendly methodologies).
    • Provide technical support and participate as required in all other aspects of MEAL at field level, for example surveys, assessments, baselines, evaluations, joint projects reviews / lessons learning workshops/events.
    • Raise important issues arising from monitoring to the senior management team .
    • Manage the MEAL budgets and ensure compliance

 

  • Accountability
    • Work alongside the MEAL team to set up solid feedback and participation mechanisms at community level ensuring transparent, accountable and safe programming
    • Liaise with programme teams to develop information sharing and community engagement strategies, to ensure stronger accountability to beneficiary communities
    • Ensure child safeguarding mainstreaming are integrated into all M&E frameworks through measurable output and outcome indicators; and lead the process of piloting and scaling up local level beneficiary complaints’ mechanisms in relation to staff conduct, with an emphasis on the Child Safeguarding Policy and measure to prevent sexual exploitation of women and children.

 

  • Technical MEAL Support and Capacity Building
    • Contribute at the field level towards the creation of an organisational culture that promotes MEAL and understands its link to quality and accountable programming
    • Provide trainings and capacity building for field-level staff as required on MEAL
    • With support from the Program Director, ensure all areas are progressing against the quality benchmarks including mainstreaming information sharing in all projects.

 

  • Programme Support (across areas)
    • Support coordination of needs assessments in coordination with other external sector agencies, ensuring assessment findings are documented and include an analysis of children’s needs. Lead development of ADRA programme baseline surveys where required.
    • Working with senior technical colleagues, support sector specialists in their development of sector log frames, plans, and monitoring and evaluation frameworks and plans. Contribute to development of programme plan/strategy and master budget.
    • Support planning, implementation and follow-up of evaluations, for instance writing TORs, preparing literature review packs, recruiting evaluators, planning evaluator itineraries, planning staff workshops, leading report review. Participate in evaluations where required.
    • Seek solutions for more complex data management requirements by working with IT colleagues.

 

  • Reporting
    • Support reporting to donors by providing management information to programme managers on a timely basis and ensuring quality of indicator reporting
    • Ensure that regular monitoring and accountability reports are received and communicated effectively to both Area
    • Ensure that Monthly, Quarterly and Annual field level reports include accurate key data summaries and brief narrative descriptors of previous period’s achievements/challenges and future period’s planned activities in relevant areas;
    • Support other reporting processes as required.

 

  • Staff management
    • Manage staff performance in compliance with ADRA Policies;
    • Coach, mentor, and support opportunities for continual staff development;
    • * Support adherence to child safeguarding policy.

 

  • Representation & Advocacy & Organizational Learning:
    • Ensure that ADRA’s work is coordinated with efforts of other agencies and Government, and support Interagency Coordination forums, advocating for the specific needs of affected population. This may involve supporting coordination working groups. Participate in Interagency coordinated joint MEAL activities (for instance, inter-agency RTEs).
    • With support from the Program Director and Area Director and/or other senior programme staff, assist in advocacy activities that target decision-makers in-country.
    • Contribute to communications and media work as required.
    • Facilitate learning from projects and ensure knowledge management of such learning for future projects.

 

  • Program Development:
    • * Support the Program Directorin ensuring that the Ukraine office has a quality, multi-sectoral and dual mandate program reflecting all priority technical and sector aspects of ADRA  global and in country strategy
    • Support the Program Directorin ensuring the design and development of child focused emergency and development evidence-based programs of a high quality that contribute to the response’s strategies and plans, informed by child right and child participation principles.
    • Support the development and writing of concept notes and funding proposals (including log frames and budgets), ensuring coordination and information sharing between technical and operation teams (finance, logistics)
    • Support the Program Director  in gathering intelligence on the donor landscape in Ukraine to support strategic engagement with donors and members .

Required Educational Qualification, Skills and Experience:

  • Qualifications
    • University degree in the field of Economics, Public Administration, Business Management, Engineering or any other related subject.
  • EXPERIENCE AND SKILLS


 Essential

  • Minimum 4 years of professional experience.
  • Minimum 2 years of progressive professional experience in M&E
  • experience of working in humanitarian programmes
  • A year of management experience, leading a team to deliver quality projects and programmes.
  • Experience developing project proposals and logframes
  • Experience of, and commitment to working through systems of community participation and accountability
  • Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations
  • Experience of training and capacity building
  • Proven experience designing and delivering training; strong presentation skills
  • Experience developing and improving monitoring and data collection systems
  • Strong interpersonal and communication skills including influencing, negotiation and coaching
  • Strong results orientation, with the ability to challenge existing mind sets
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Some experience of representation and ability to represent ADRA effectively in external forums.
  • Knowledge of institutional donors and experience of developing proposals
  • Ability to write clear and well-argued assessment and project reports

  • Fluency in both Ukrainian and Russian

  • Experience or knowledge of working and living in relevant regions/contexts
  • Experience with statistical data analysis programmes such as SPSS, STATA, EpiInfo or other systems
