Chemonics is looking for qualified professional to fill the position of Finance Assistant/Bookkeeper

Chemonics seeks qualified specialists for the USAID Ukraine Democratic Governance East (DG East) Activity. DG East aims to strengthen the connection and trust between citizens and their government in Eastern Ukraine and effectively promote civic awareness, social entrepreneurship, citizen engagement, and the benefits of broad integration into the Euro-Atlantic community through more responsive local governance in areas most affected by conflict and divisive influences. The position will be based in Kyiv. 

Responsibilities for this position include:

  • Performs payroll support and backup tasks, which are essential to paycheck processing and complying with local wage and hour standards.
  • Enters and updates statistical, financial and employee data including tax withholding and wage garnishments.
  • Serve as the link between the GDIP or other payroll agent or government’s labor department and the company since they are responsible for submitting reports and documents.
  • Assist Accountant in preparing financial and personnel documents. 
  • Serve as a back-up for the Accountant in the period of his/her absence in entering the monthly field office project expenditures (locals) in ABACUS software.
  • Supporting backup documents as per US and Ukrainian governments’ regulations.
  •  Explain generally accepted accounting principles, USAID and Chemonics regulations to staff and consultants, as necessary
  • Liaise with short-term consultants and check the package of documents required for timely payment.
  • Prepare package of documentation required for VAT-exemptions. Prepare monthly informational reports and maintain received VAT bills and ensure their timely receiving.
  • Perform any other financial tasks assigned by the Finance Manager. Operational Director and/or project leadership. 

Qualifications:

  • University degree in accounting, finance or related field required OR at least two (2) years of relevant bookkeeping, financial assistant, and/or accounting experience required, with preference for USAID-funded project management experience.
  • Knowledge of payroll, tax issues, and professional accounting principles.
  • Ability to work independently with minimal supervision, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on the DG East program.
  • Knowledge of USAID rules and regulations preferred but not required.
  • Ability to effectively use computer software including financial management applications such as ABACUS or others.
  • Demonstrated high proficiency with Excel spreadsheet applications is also a requirement.
  • Ability to communicate verbally and in written form in Ukrainian, Russian, and English.
