Junior Security Risk Management Adviser

U-LEAD з Європою: Програма для України з розширення прав і можливостей на місцевому рівні, підзвітності та розвитку шукає юрисконсульта (повний робочий день, 100%) для роботи у Маріуполі. 

Ukraine - Local Empowerment, Accountability and Development Programme (U-LEAD with Europe) is looking for a Junior Security Risk Management Adviser (full time 100%) to work in the European Project Office in Mariupol, Donetsk Oblast. The territory of work is the southern government-controlled area of Donetsk Oblast, including Volnovakha Rayon.

U-LEAD with Europe has teamed up with other EU-funded programmes and projects to launch the Mariupol-based European Project Office which will support the activities implemented in the south of Donetsk Oblast and the region of the Sea of Azov.

U-LEAD with Europe is a multi-donor action of the European Union and its member states Denmark, Estonia, Germany, Poland and Sweden which supports the decentralisation reform in Ukraine. GIZ is co-implementing the U-LEAD with Europe Programme in all 24 oblasts of Ukraine, including Donetsk Oblast.

The success of the decentralisation reform greatly depends on the coordination and cooperation between the different stakeholders involved, including central government and regional offices. The EU and its member states are paying special attention to the Sea of Azov region and the eastern oblasts of Ukraine, supporting them through a number of projects and programmes.

Area of Responsibilities

The Junior N-SRMA will be based in Mariupol and responsible for:

  • Security risk management in the southern government-controlled area (GCA) of Donetsk Oblast, including Volnovakha Rayon
  • Closely monitor “early warning indicators” for increasing risk to GIZ in Mariupol city and the southern GCA, advising the S-SRMA on the “recommended GIZ profile in Mariupol”
  • Provide risk assessments for all travels outside Mariupol city using the SRMT’s color-coding system
  • Deliver a mandatory GCA “Security Briefing” for all new arrivals in the southern GCA
  • Brief at management meetings and Security Roundtables, as required by S-SRMA
  • Help maintain their Hibernation, Relocation and Evacuation (HRE) plans for Mariupol
  • When required, assist in finding further suitable office/accommodation sites in the southern GCA
  • Assist projects in implementing safety-related recommendations following Site Security Assessments
  • Identify suitable hotels and transport hire companies in the southern GCA and maintain an up-to-date assessment of these in line with GIZ minimum security standards
  • Maintain good networks with UA security forces and SRM staff of IOs/NGOs
  • Assist with planning and escorting GIZ visits to the high-risk (RED) zone when required
  • Coordinate safety and security trainings in Mariupol, as required by the S-SRMA
  • Substitute for N-SRMA (GCA) following mutual agreement between the Mariupol project leadership and S-SRMA
  • Follow precisely the current GCA Standard Operating Procedures (SOPs), ensuring these are adhered to by all GIZ staff in the southern GCA
  • Coordinate closely with project staff and track all GIZ travels in the southern GCA
  • Monitor and provide timely response to the Mariupol Emergency Telephone number 24/7, and ensure the Crisis Communication Cascade for projects is continually updated
  • Send out timely SMS “Security Advisories” to all GIZ staff and visitors in the southern GCA
  • Manage security equipment as required by S-SRMA and in accordance to GIZ administrative rules
  • Ensure contracted guards perform their duties efficiently and act as their 24/7 contact
  • Provide passenger transport in an official car for office, project or programme staff, official visitors and guests
  • Run errands for the project, programme or office, e.g. sending letters and messages, paying bills and buying smaller quantities of office supplies
  • Help with transporting goods, if necessary
  • Complete the vehicle log correctly and conscientiously in accordance with GIZ standards
  • Keep the vehicle in good working condition
  • Calculate monthly petrol, oil and lubricant consumption for the daily cash fund and for forwarding monthly vouchers to cost accounting
  • Report need for service and carries out minor repairs
  • Immediately report all involvement of the project or office vehicle in accidents, including minor accidents, damage, loss or theft of vehicle fittings
  • Use all available information (including current radio news on traffic conditions) to update daily knowledge of road conditions, current passable routes and locations, and shares this information with other office drivers

Qualifications and Experience: 

  • Specialist Diploma or preferably a Bachelor’s degree in a Social Science-related field
  • At least 1-year experience within security or another related field is essential (i.e. police / military, DSNS and/or with an IO or NGO)
  • At least 1-3 years’ work experience as a driver
  • A valid driver’s license (Categories B, C)
  • No major traffic accidents in the past 3 years
  • Excellent understanding of everyday personal safety issues and current security context is essential
  • Demonstrable knowledge and existing SRM networks in southern GCA
  • Excellent working knowledge of MS Excel, Word and PowerPoint is essential
  • Very good self-organizational skills
  • Excellent interpersonal and communication skills with a ‘service mentality’
  • Language skills: Ukrainian and Russian: native or bilingual proficiency; English: Upper-intermediate level desired

Assignment:

Starting as soon as possible. The contract duration is until the end of December 2019 (with possible extension).
