Міжнародна фундація виборчих систем шукає Senior HR Specialist.

IFES is a non-profit, non-partisan international organization. As the global leader in democracy promotion, IFES advances good governance and democratic rights by providing technical assistance to election officials; empowering the underrepresented to participate in the political process; and applying field-based research to improve the electoral cycle. Since 1987, IFES has worked in over 135 countries, from developing democracies to mature democracies.

Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine.  In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women and persons with disabilities.

IFES is seeking qualified applicants for the position of Senior HR Specialist. The Senior HR Specialist will lead on and oversee all HR related activities for IFES Ukraine to ensure IFES’ operations are compliant with internal and donor requirements and are conducted in a timely and appropriate manner.

MAJOR DUTIES AND RESPONSIBILITIES:        

  • Leading on the recruitment process (including posting and collecting vacancies, sending invitations for interviews, conducting background checks, reference calls, compiling selection packages etc.)
  • Processing HR-related requests such as preparing all documents for new employees, checking and tracking timesheets, preparing orders for vacation, sick-leave, travel, dismissal requests
  • Driving efforts for team building and development, organizing internal trainings and different team initiatives, managing sensitive issues within the team
  • Ensuring that IFES internal records and regulations/policies are up to date and in line with local legislation, IFES and donor policies, as well as support liaising and responding to HQ and donor requests;
  • Maintaining and organizing employee’s files, keeping vacation calendar
  • Optimizing existing HR systems on an ongoing basis
  • Monitoring employment contract dates, preparing modifications when needed
  • Taking a leading role in preparing residence permits and visas for international guests and expats
  • Cooperating with insurance company (medical insurance for employees, insurance for travelling abroad for staff and partners/consultants)
  • Leading role in onboarding new staff
  • Organizing and maintaining IFES staff contact list and updating Team List upon necessity
  • Other duties as assigned

SKILLS and SPECIFICATIONS

  • The ability to remain highly organized while handling multiple tasks under tight deadlines;
  • The ability to complete tasks with limited supervision;
  • Strong background in HR and team management;
  • Excellent reporting and document handling skills;
  • Excellent communication skills in order to be able to work with IFES program and administrative staff to identify and resolve issues.
  • Excellent attention to detail and deadlines;
  • Conduct himself/herself with integrity and function ethically
  • Willingness to adhere to all principles of confidentiality.
  • Must value operating in a collaborative and cooperative environment.
  • Ability to show initiative, good judgment, and resourcefulness.
  • Ability to handle sensitive issues and address inclusion matters with integrity.

 

EDUCATION and QUALIFICATIONS

  • Bachelor’s Degree in relevant field, Master’s preferred.
  • Minimum of eight years of relevant working experience.
  • Demonstrated HR experience.
  • Demonstrated experience in team building, organizing internal trainings, boosting morale
  • Demonstrated professional experience and knowledge in managing components of international development funded programming.
  • Strong interpersonal, presentation, and communications skills
  • Experience working on women’s issues in elections and democracy preferred.
  • Training/facilitation skill/qualification is an advantage.
  • Experience organizing events and logistics.
  • Proficiency in Word, Power point, Outlook and Excel.
