Protection Specialist - Land, Housing and Property

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified HLP Specialist, a key member of the Legal Assistance team. The HLP Specialist will provide technical support and guidance to the team. 

About the job

Sector responsibilities: Advocacy for the rights of displaced people in their context of displacement, child protection initiatives, individual protection assistance based on vulnerability, legal aid, land & property rights, sexual and gender-based violence prevention, registration services for the internally displaced and refugees, monitoring of rights and rights awareness-raising, facilitation of return and repatriation processes.

This role has a country focus. The role contributes to the development of country HLP strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance on HLP related operations while providing technical advice to relevant country activities. This role requires substantial travel to field locations.This position is based in Kyiv and reports directly to Protection (Legal Assistance) Programme Manager.

Your main duties and responsibilities will be:

Programming & Operations

  • Organize two HLP roundtables in the field
  • Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors 
  • Carrying out monitoring and evaluation exercises for legal aid projects
  • Contribute HLP legal analysis for DRC-DDG legal alert and other project documents and tools.  
  • Facilitate training, on HLP rights, when necessary,  for lawyers, local government and CSO actors at field and Kyiv levels.
  • Write thematic report on HLP rights

Coordination and representation

  • Collaborate with field lawyers to conduct pilot case(s) on escheat property 
  • Attend HLP meetings, collaborate and coordinate with HLP TWG on HLP advocacy
  • Ensure HLP integration with other DRC-DDG sectors

Project development  

  • Map opportunities for project development involving transfer of escheat properties to conflict affected people
  • Develop manual/guidelines and SOP for conducting escheat related court cases and administrative processes
  • Develop projects tools on HLP rights including affordable housing issues

 About you

To be successful in this role we expect you to strong financial and analytical skills and deep knowledge of Housing, Land and Property Law. Moreover, we also expect the following:

Required

  • Graduate degree in Law
  • Minimum 3 years of technical experience in sector area working for an INGO
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Full professional proficiency in English, Russian and Ukrainian
  • Field experience
  • Proven analytical skills

    Desirable

  • Experience of work in international NGOs is preferred
  • Demonstrated knowledge of internal controls and audit processes (e.g. procurement, local subcontract agreements, etc.)
  • Good command of English – both oral and written

Contract length: 3 months with the possibility to extend

Level: G non-management

Start date: March 2019
