ПРООН оголошує конкурс на заміщення вакансії HR Associate. 

Background

The HR Associate/Common Services works in close collaboration with UNDP, other UN agencies and UN RC office staff to exchange information and ensure consistent service delivery.

Duties and Responsibilities

Summary of key functions:

  • Implementation of operational HR strategies and policies;
  • Effective and efficient provision of HR services to UN agencies and UN RC office;
  • Support of staff performance management and career development services to UN agencies and UN RC office;
  • Support and coordination of UN related surveys and other common services for UNDP, UN Agencies and UN RC office;
  • Support to knowledge building and knowledge sharing.

Ensures implementation of operational HR strategies and policies, focusing on achievement of the following results:

  • Full compliance of activities with UN/UNDP rules, regulations, policies and strategies;
  • Provision of inputs to the CO business processes mapping and implementation of the internal standard operating procedures (SOPs) for UNDP, UN Agencies and UN RC Office;
  • Provision of inputs to preparation of results-oriented workplans;
  • Provision of information to the management and staff on strategies, rules and regulations.

Ensures effective and efficient provision of HR services to UN agencies and UN RC office focusing on achievement of the following results:

  • HR support on personnel matters to UNDP, UN agencies and UNRC office population;
  • Implementation of full cycle of recruitment processes based on requests from UNDP, UN agencies and UN RC office;
  • Perform respective actions in ERP systems related to recruitment, payroll and leave management etc.;
  • Prepare UN personnel lists as required;
  • Provision of information on benefits and entitlements to UNDP, UN agencies and UN RC office personnel;
  • Maintenance of the common UN agencies rosters including e-rosters;
  • Maintenance of the filing system ensuring safekeeping of confidential materials.

Support of staff performance management and career development services to UNDP, UN agencies and RC office:

  • Ensure proper staff performance management and career development, administer Talent Review Group meetings;
  • Provision of background information and maintenance of the related data;
  • Participation in preparation of Whole Office Learning plan and individual learning plans.

Support and coordination of UN-related surveys and other common services for UNDP, UN Agencies and UN RC office focusing on achievement of the following results:

  • Collection of information for UN and UNDP surveys, other HR related surveys and support to organization of common services and activities with UN Agencies;
  • Research and retrieval of statistical data from internal and external sources; preparation of statistical charts, tables and reports;
  • Prepare reports on personnel expenses as required;
  • Provide support in preparation and maintenance of log of Service Level Agreements and Memorandums of Understanding with UN agencies;
  • Assistance in the preparation of budget, provision of information for audits;
  • Record information for provided services and provide input for cost-recovery bills for HR services provided by UNDP to UN Agencies, UN RC Office.

Support knowledge building and knowledge sharing in the CO, focusing on achievement of the following results:

  • Participation in the training for the operations/projects staff on HR;
  • Sound contributions to knowledge networks and communities of practice.

Required Skills and Experience

Education:

  • Secondary education. Certification in administration/HR desirable. University Degree in Business Administration, Social Sciences or other related field is highly preferable, but it is not a requirement.

Experience:

  • 6 years (with Secondary education) or 3 years (with Bachelor degree) of relevant experience in HR, administration or programme support service or related field at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Experience in handling of web-based management systems.

Language Requirements:

  • Fluency in Fluency in English, Ukrainian and Russian.
