USAID/Ukraine Energy Security Project (ESP) began activities in July 2018 in Kyiv, Ukraine and is operating country-wide with the mission to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment and to increase resilience of energy supply, which will help Ukraine to achieve broad-based, resilient economic development to sustain country’s democracy.
This project includes a dedicated fund for performance improvement procurements that improve the reliability, efficiency and maintenance of energy sector infrastructure, e.g., meters, information technologies for operation and maintenance of oil and gas transmission pipelines, electricity transmission lines, electricity substations, and oil and gas pump stations.

Position Summary:
Tetra Tech ES, Inc. is seeking a full-time Procurement Manager to support the program in Ukraine. S/he will lead procurement activities, including but not limited to procurement of commodities and services for performance improvement projects, organization of events, and procurements for other program needs.
This is a full-time position located in Kyiv, Ukraine.
Responsibilities:
o Lead identification of PIP in consultation with project subject matter experts.
o Lead ranking of performance improvement project based on improved reliability, efficiency and/or improved operations & maintenance of energy sector infrastructure
o Assure that PIP are sustainable e.g., through inclusion of proper operations & maintenance procedures.
o Prepare project concepts for internal and client approval.
o Manage procurement/ tenders for performance improvement projects.
o Check relevant financial reports of procurement beneficiaries.
o Process payments at time of product delivery or completion of services.
