VACANCY NOTICE

TITLE: Assistant to Head, NATO Representation to Ukraine
WORKING HOURS: Full time
LOCATION: Kyiv, Ukraine
APPLICATION DEADLINE: 14 January 2019 at 9.00 AM

The NATO Liaison Office in Ukraine (NLO) was established in 1999 to facilitate political and military co-operation between the Alliance and Ukraine. In recognition of the growing importance of the NATO-Ukraine partnership the NATO Representation to Ukraine (NRU) was established in March 2016. The NRU is composed of the NLO and the NATO Information and Documentation Centre (NIDC), and is headed by the Director of the NLO (D/NLO).

Under the direction of the Head of the NATO Representation to Ukraine/Director of the NATO Liaison Office (H/NRU), the Assistant provides high-level administrative and organizational support to the H/NRU and Deputy Directors, NATO Liaison Office (DD/NLO).

 1.     TASKS AND RESPONSIBILITIES

  • Maintain/co-ordinate H/NRU’s schedule, including co-ordination of the use of the main office vehicle for H/NRU engagements;
  • Arrange meetings for H/NRU and DD/NLO with Ukrainian authorities, Ukrainian and international non-governmental institutions, Allied/Partner Embassies and incoming experts, NATO structures, and other international organizations;
  • Make preparatory arrangements (including submission of hospitality requests, preparation and distribution of invitation cards, ordering of catering) for and oversee hospitality functions hosted by H/NRU, including on-site support;
  • Draft and translate outgoing letters prepared in English into Ukrainian and prepare routine correspondence;
  • Perform minor translation jobs and arrange for translation of documents;
  • Put together materials/folders for H/NRU meetings/missions; Actively monitor and contribute to improving workflow, including by creating electronic taskers and issuing deadline reminders;
  • support NLO’s analysis and reporting activities by carrying out research and attending events;
  • Act as focal point for coordinating inputs into NLO reports and other products;
  • Support the implementation of NATO programmes in Ukraine, including the activities of the Building Integrity programme and Science for Peace and Security programme in Ukraine, as tasked by H/NRU;
  • Organize missions for H/NRU and DD/NLO (and prepare mission authorization requests and liquidations;
  • Support in organizing meetings/conferences (transportation, accommodation, interpretation, meals; book and prepare conference rooms; register participants and prepare lists of participants in Ukrainian and English; etc.).
  • Perform other duties as assigned.

The Assistant will be expected to support or stand in for other members of the Front Office team during absences or busy periods and to work on other tasks as requested by the Director of the Office.

 2.     QUALIFICATIONS AND SKILLS

Essential qualifications and skills:

  • Degree or equivalent qualification in a relevant discipline from a university of recognised standing;
  • Full professional fluency (both written and spoken) in English, Ukrainian and Russian, including ability to draft reports/correspondence and deliver briefings/presentations;
  • Minimum 3 years of relevant work experience, experience in an international environment (international organization, NGO or embassy) is an advantage;
  • Good political and current affairs awareness;
  • Good knowledge of NATO structure and policies, NATO’s cooperation with Ukraine;
  • Good knowledge of diplomatic protocol;
  • Advanced IT skills; Microsoft Office; typing ability in English and Ukrainian, formatting experience;
  • Information management including assigning, tracking and following document tasking system; maintaining and improving information flows;
  • Office management skills;
  • Proven multitasking skills;
  • Basic interpretation and translation skills;
  • Attention to detail;
  • Time management, ability to work under pressure;
  • Be highly motivated and pro-active, as well as work effectively as a team member; and
  • Share work values like responsibility, honesty, integrity, confidentiality.

Desirable qualifications and skills:

  • Proficiency in other languages, particularly French, would be an advantage; and
  • Excellent interpersonal skills.

Applicants should possess Ukrainian citizenship/valid work permit.

 3.     CONTRACT AND REMUNERATION PACKAGE

The successful candidate will be offered a locally engaged staff contract for an initial duration of 1 year (renewable) after successful completion of a three-month probationary period.

An attractive package will be offered to the successful candidate, including a competitive salary, generous health, accident and social insurance, and 30 days of paid leave per year in addition to public holidays.

The successful candidate will receive a contract following a background/security check.
