Organisation Background

Founded in 2011, the International NGO Safety Organisation (INSO) is a British charity that supports the safety of aid workers by establishing safety coordination platforms in insecure contexts. INSO provides registered NGOs with a range of free services (www.ngosafety.org/services) including real-time incident tracking, analytical reports, safety related data and mapping, crisis management support, staff orientations and training.

INSO services help NGOs with their day-to-day risk management responsibilities and improve their overall situational awareness to support evidence-based humanitarian access decisions.

The Organisation has grown from innovative start-up to become a globally recognised charity and a valuable component of the humanitarian safety coordination system.

Today the Organisation provides daily support to more than 850 NGOs in twelve of the world’s most insecure countries and has earned a strong reputation for performance, principles & professionalism.

INSO Ukraine Monitoring Mission

INSO Monitoring supports humanitarian preparedness and response in Medium Risk contexts.

While operating with the same rigorous quality standards of a regular INSO mission, INSO Monitoring offers its partners the following services:

  1. Alerts on conflict and access incidents affecting the humanitarian community.
  2. Monitoring of incident data.
  3. Monthly briefings to partners.
  4. Independent Security Advisory services

As with all INSO services, INSO Monitoring is only available to non-profit humanitarian & development NGOs (local and international) working to assist the people of Ukraine. 

We are now looking for a qualified and experienced individual to join our team as Monitoring Officer Assistant to be based in Kyiv, Ukraine.

 Purpose of Position:

 The MOA supports the Deputy Monitoring Officers (DMOs) and Head of Mission (HoM) by:

  • Support to the DMOs and HoM in the preparation of reports.
  • As assigned, act as a backstop to cover essential DMOs/IM functions in their absence (field trips/leave).
  • The collection, management, and delivery of key incident information to the Information Manager (IM). 

Key Responsibilities:

(The list of responsibilities is not exhaustive: other tasks may be requested to adapt to operational needs.) 

  • The key focal point to INSO field monitors for receiving and verification of information.
  • Responsible for the collation of field data and processing of verification methods for the review of DMOs, IM and HoM.
  • Closely monitor developments in conflict area on a daily basis. Inform the team immediately upon the occurrence of an incident or in anticipation of an event.
  • News and social media monitor.
  • Contribute to information services.
  • Support member service requests, in close collaboration with the DMOs/IM/HoM/.
  • Assist in the delivery of other INSO Request Services

        - Respond pro-actively to any relevant request of NGOs in terms of                  safety and security;

        - Support requesting NGOs in times of crisis on request, in close                    collaboration with the DMOs/HoM.

  • Adhere to INSO security policies and procedures

       - Fully comply with INSO policy directives;

       - Observe and maintain the confidentiality and security of all NGO                    information;

        - Observe and maintain the confidentiality and security of any                       documentation/procedures as outlined by the Head of Mission.

  • Adopts professional conduct and positive attitude

      - Other tasks may be requested and should be executed diligently;

      - Manage your time in the office effectively;

       - Work to ensure a positive working atmosphere by enhancing a cordial           working relationship. 

Reports to: Deputy Monitoring Officers; Head of Mission. 

Mandatory Requirements

  • Bachelor in either Journalism, Communication, Political Sciences, History, International Relations or any other equivalent diploma.
  • A proven ability to develop and maintain working relationships.
  • A good understanding of NGO approaches to security.
  • Computer skills and knowledge of Windows and Office programs.
  • Ukrainian nationality.
  • Working knowledge of English.

The position requires the holder to be able to undertake tasks at short notice with due regard to the security environment.

The holder must display a high degree of ethic and with a high sense of responsibility.

This position requires a degree of flexibility with respect to working hours. 

Preferred Characteristics: (Applicants SHOULD have 1 or more of these)

· 2 or more years of work experience with NGOs.

· Deep understanding of the Ukrainian security environment and its historical context.

· Experience in high quality report production.

· Demonstrated capacity to work with minimal supervision and maintain a high level of engagement. 

Terms & Conditions:

12-month contract with expected start date of 02 January 2018, with probationary period and possible extension subject to funding.

Remuneration is in line with INSO Ukraine salary scale; Annual leave and public holidays per Ukraine Labour law, national private medical coverage.
