Chemonics seeks qualified specialists for the USAID Ukraine Democratic Governance East (DG East) Activity. DG East aims to strengthen the connection and trust between citizens and their government in Eastern Ukraine and effectively promote civic awareness, social entrepreneurship, citizen engagement, and the benefits of broad integration into the Euro-Atlantic community through more responsive local governance in areas most affected by conflict and divisive influences. The position will be based in Severodonetsk. 

Responsibilities for this position include:

Assist program staff with drafting and/or reviewing activity database entries on activity development and support the development of activity MEL plans, including indicators and data collection tools. 

Assist program staff and grantees with monitoring activities to ensure that all required data, outcomes, and impact evidence are comprehensively captured in a timely manner and entered into the activity database. 

Edit and/or assist program staff in drafting impact and results summaries for active grants and/or other reporting as required. 

Contribute to report preparation to ensure that reports capture results and impact, not only volume of activity. 

Conduct periodic site visits and attend grantee events and activities to collect data for monitoring and evaluation, and document field trips in the database and through photographs, focus groups discussions, interviews, observations, stakeholder meetings, etc. 

Organize scheduling and logistics of field data collection. 

Liaise with the Grants Management Unit staff to ensure consistency of qualitative information being collected and captured for database entries.

Perform other tasks as assigned by the MEL Manager or COP in Kyiv office.

Qualifications:

Bachelor’s degree or higher in a relevant field. 

One (1) year of progressively responsible work experience required, ideally including work in monitoring and evaluation. 

Knowledge of Ukrainian social and political structures at the national, regional, and local levels is highly desirable. 

Good interpersonal and communications skills are required, as is the ability to organize the workload 

Strong analytical skills and understanding of the political context in Ukraine, with the ability to think creatively in conceptualizing relevant grant activities. 

Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the DG East program. 

Ability and willingness to travel throughout Government Controlled Areas of Donetsk and Luhansk oblasts, as required by project activities and as the security situation permits 

Experience and/or good understanding of donor and civil society organizations. 

Working knowledge of Microsoft Office (Word, Excel, PowerPoint) is required, including the ability to use the project activity database 

Fluent written and spoken English, Ukrainian, and Russian are required, including strong English editing skills required.

Responsibilities for this position include: 

  • The Administrative Assistant will support the Office Manager with general office administration, human resource management, and the daily needs of office operations.
  • Collect operations related information from the office to inform the preparation of operational monthly wire transfer requests for review by the Office Manager.
  • Assist the Office Manager with coordination and tracking of taxi use.
  • Review timesheets to ensure they are completed correctly by relevant office staff.
  • Make hotel and flight reservations for local and international staff, and consultants.
  • Assist with maintenance of project electronic and hard copy filing system as well as operational procurement procedures, including identification of vendors, collection of price quotes, and documentation of the procurement process.
  • Support the Office Manager with maintenance of travel, event, and staff leave calendar as well as tracking staff leave balances for office.
  • Procure office supplies, greet and assist visitors, and help schedule meetings and events.
  • Coordinate postage services and document exchange between offices.
  • Maintain the office property inventory tracker.
  • Other duties as assigned by the Office Manager.

Qualifications:

  • University degree in business administration, finance, or related field required.
  • At least one (1) year of relevant office administration, bookkeeping, financial management, and/or accounting experience required, with preference for USAID-funded administrative experience.
  • Demonstrated knowledge of all aspects of office administration.
  • Ability to work independently with minimal supervision, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on the DG East program.
  •  Ability to effectively use computer software. Demonstrated high proficiency with Excel spreadsheet applications is also a requirement.
  • Fluent Ukrainian or Russian required and fluent English strongly preferred.

The position will be based in Severodonetsk. 

Responsibilities for this position include: 

Review all payment requests generated by the office, ensuring that all back-up documentation and approvals are available for transactions. 

Prepare electronic payment files for e-signature by PM or GM. 

Scan and file accounting documents and prepare shipments of files to the Kyiv and home office. 

Proactively identify errors and/or missing documentation to ensure compliance of financial documentation. 

Assist the finance and administration team with ensuring all financial documentation is filed (securely) in both hard copy and scanned and saved in project digital files. 

Prepare letters, correspondence, requisitions, and other forms of documents of consequence to be signed by management. 

Assist the Finance Manager with occasional auditing of expenses, bank deposits, issuing payments to vendors, as well as ensuring proper stewardship and accounting of funds for in-kind and cash grants, other program activities, and program operations. 

Collect biodata verification documents from local STTAs and prepare biodata verification packages for Grants Manager/ Finance Manager review 

Liaise with short-term consultants to draft short-term service agreements and execute Acts of Acceptance in a timely manner 

Maintain the office and program in-kind inventory tracker.  

Cover for the Office Manager in his/her absence. 

Other duties as assigned by the Finance Manager. 

Qualifications:

University degree in business administration, finance, or related field required OR at least one (1) year of relevant bookkeeping, financial management, and/or accounting experience required, with preference for USAID-funded project management experience. 

Demonstrated knowledge of office management and knowledge of basic accounting and accounting practices as well as general best practices in Ukraine.

Ability to work independently with minimal supervision, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on the DG East program. 

Knowledge of USAID rules and regulations preferred but not required. 

Ability to effectively use computer software including financial management applications such as ABACUS or others. 

Demonstrated high proficiency with Excel spreadsheet applications is also a requirement.

Chemonics seeks qualified specialists for the USAID Ukraine Democratic Governance East (DG East) Activity. DG East aims to strengthen the connection and trust between citizens and their government in Eastern Ukraine and effectively promote civic awareness, social entrepreneurship, citizen engagement, and the benefits of broad integration into the Euro-Atlantic community through more responsive local governance in areas most affected by conflict and divisive influences. The position will be based in Severodonetsk. 

Responsibilities for this position include: 

Responsible for the administrative and financial management of activities. 

Working in coordination with other team members including the COP, Operations Director, Regional Director, and Procurement Managers, s/he will ensure compliance with USAID and Chemonics policies and procedures throughout the design, development, and implementation of grants. 

S/he will ensure effective liaising between project staff and grant recipients, providing technical advice and assistance as needed in areas such as financial management, procurement requirements, and implementation planning. 

Reporting to the Regional Director, the Grants Manager works closely with all program staff to evaluate grant concepts and grant agreement/award documents while ensuring adherence to established grants management policies. 

S/he ensures proper negotiation of final terms and conditions for grants and reviews and analyzes budget estimates for allocability, reasonableness, and consistency. This includes working with grantees and project staff to develop or revise detailed grant budgets so that they are realistic and appropriate to the needs of the activity. 

S/he will review required documentation for grant disbursements, including grant agreements, negotiation memos, grant activity forms, branding and marking plans, and others, ensuring that grant files are complete and maintained as required. 

Responsible for overseeing the close-out of grants within required time frames.

Qualifications:

Bachelor’s degree required. 

At least two (2) years of progressively responsible grants management work experience on donor-funded projects, such as activity management, financial management, procurement, and/or sub-contracting. 

Demonstrated experience in grants management focused on ensuring that procurement, finance, logistics, and programmatic aspects are being implemented on-time and in accordance with the specifications of the approved activity. 

Demonstrated experience in assessing recipient organizations’ grant-worthiness, as well as their financial, administrative and program planning capacities. 

Familiar with USAID contract and grants management policies and procedures is desirable, but experience with other donor funded projects will be accepted. 

Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image of the DG East program. 

Fluent Ukrainian and proficient English required; proficiency in Russian strongly preferred.

The position will be based in Severodonetsk. 

Responsibilities for this position include: 

The Office Manager will be responsible for supervising general office administration, human resource management, and the daily needs of office operations, including drafting personnel documents, lease agreements, service agreements, and other administrative responsibilities.  

Initiate and coordinate cooperation between the Kyiv, Kramatorsk, and Mariupol offices. 

Submit operational expense projections to the Finance Manager on a monthly basis with support from the Administrative Assistant. 

Monitor administrative activities and ensure that project practices are in line with the policy manual and security procedures. 

Collect employee references and biodata verification documents from potential short- and long-term labor under Operations and prepare biodata verification packages for Finance Manager review. 

Ensure all timesheets are filled out correctly by relevant office staff. 

Make hotel and flight reservations for local and international staff, and consultants engaged as operational STTA as well as consultants under non-GUC TAP traveling to and within Ukraine. 

Assist with maintenance of project electronic and hard copy filing system as well as operational procurement procedures, including identification of vendors, collection of price quotes, and documentation of the procurement process. 

Procure office supplies, greet and assist visitors, and help schedule meetings and events. 

Manage communication with the office landlord.  

Prepare and verify taxi drivers’ logs. 

Manage the petty cash account for office. 

Other duties as assigned by the Regional Director.

Qualifications

University degree in business administration, finance, or related field required. 

At least two (2) years of relevant administration and office management experience and/or financial accounting experience required, with preference for USAID-funded project management experience and supervisory experience. 

Experience making logistical arrangements. 

Experience supervising staff is highly desirable. 

Demonstrated knowledge of all aspects of office management and knowledge of basic accounting is required, as well as general best practices in Ukraine. 

Ability to work independently with minimal supervision, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on the DG East program. 

Ability to effectively use computer software including financial management applications. Demonstrated high proficiency with Excel spreadsheet applications is also a requirement.
