ABOUT US

The Danish Refugee Council/Danish Demining Group (DRC-DDG) operated in Ukraine in 1998-2000 in the return and reintegration of Crimean Tatars, and from 2007-2013 for the protection of asylum seekers and refugees, as well as the capacity building of government and civil society.

Today, DRC-DDG implements activities in eastern Ukraine to assist internally displaced and conflict-affected persons. DRC-DDG field offices are located in Mariupol, Slovyansk/Severodonetsk, and the head office is located in Kyiv. Activities include shelter repair, legal assistance and information, psycho-social counselling, adolescent right protection, livelihood restoration, humanitarian demining, and mine risk education. DRC also works to promote durable solutions and strengthen capacities of duty bearer, stakeholder and local communities and providing policymakers, key ministries, legislators, and civil society groups involved with internal displacement with direct and concrete assistance in ensuring protection that mitigate the effects of displacement. Donors include OFDA, ECHO, DFID, SDC, BPRM and UNICEFSIDA.

ABOUT THE JOB

The Procurement Assistant provides  procurement support to ensure proper implementation of procurement plan for programme activities The Procurement Assistant reports to the Logistics & Procurement Officer and works under technical supervision from Procurement and Logistics Manager (based in Mariupol) and closely with the finance and programme staff to ensure smooth and timely procurement to support programmes.

Main responsibilities

Administration 

  • Ensure that all orders are tracked from point of planning and request through to final receipt.  
  • Prepare the relevant documents for the procurement of goods and services 
  • Participate in evaluation of bids and proposals and make sure the bids evaluation report, technical evaluation, minutes of negotiations and negotiated contract in selection of consultants contain all the facts and information required to justify the recommendations made in the report.  
  • Participate in the joint verification of procured goods and equipment and to ascertain the items conformity to Technical Specifications and Quantities. 
  •  Check that all assets old and new are properly recorded and tagged.  
  • Perform the physical asset check 
  • Overseeing deliveries to and dispatches from DRC office and effecting the necessary documentation. 
  • Maintaining good communications with staff in other DRC locations and partner organizations  
 
ABOUT YOU
 
Successful candidates should demonstrate the ability to work directly with programme and support staff to ensure all procurement needs are addressed, be detailed oriented and accurate to comply with all donors and DRC/DDG requirements. To be successful in this role we expect you to have proficiency in Database software: Access and advanced Excel skills etc.
 
Required experience and technical competencies
  • Minimum 1 year of relevant work experience. 
  • Experience in administrative tasks, including filing systems.  
  • Excellent IT skills 
  • Experience in supply chain management including procurement, transport and distribution, warehouse and stock management 
  • Experience with standard procurement procedures and documentation.  
  • Experience with construction and site project management 
  • Experience with auto mechanics or electrical installations. 
  • Basic English proficiency

Required education
  • Relevant university degree, preferably in economics, finance, managemen 

    WHAT WE OFFER

  • An interesting opportunity for a Ukrainian citizen to work with dedicated team of operational and programme staff based in Kyiv, Mariupol, Slovyansk and Severodonetsk. Be involved in providing logistician and procurement support to humanitarian projects staff.
  • Contract length: 3-months contract to begin 01 November 2018.
  • Work place: Kyiv
  • Salary Level: D. (Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Ukrainian citizens. The contract duration is subject to change, pending further donors funding.)
