Team Leader у Представництво Датської Ради

Представництво Датської Ради у справах біженців шукає висококваліфікованого керівника для 5-річного проекту, який фінансується USAID і має на меті покращити загальну економічну стійкість Східної України. Дедлайн - 22 жовтня 2018 р. (далі - англ.).

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Team Leader for a 5-year USAID funded comprehensive livelihoods project that aims to improve the overall economic resilience of eastern Ukraine. The position is based in Slovyansk.

About the job

Danish Refugee Council (DRC) is an international non-governmental organization, which promotes and supports durable solutions to the problems faced by refugees and internally displaced people all over the world. In Ukraine DRC operates since 2007. From 2015 on, DRC has successfully implemented livelihoods programmes aimed to provide IDPs and conflict-affected populations with income-earning opportunities, thus strengthening their resilience and reducing their dependence on traditional humanitarian aid. 

As the Team Leader you will be responsible to manage DRC’s field activities related to the USAID funded livelihoods project and ensure that needed results are delivered. The Team Leader - Livelihoods is primarily responsible for interacting with the partner organizations in the project and steering of DRC’s field level activities through its various operating environments, geographical and institutional. He/she should at the same time promote DRC’s values through various entry points in the project and preserve staff moral and enthusiasm for the project work.

Your main duties and responsibilities will be:

  • Together with the DRC Livelihoods Programme Manager, develop and manage strategic direction of the project field operations in accordance with the projects’s deliverables and targets;
  • Manage DRC’s field teams in Slovyansk, Severodonetsk and Mariupol working on this project (up to 10 people);
  • Provide leadership and team building for DRC’s field staff;
  • Develop in-depth understanding of local context, participating in activities under all the project components, that include business support, job creation, community mobilization, institutional capacity building for local governments and infrastructure rehabilitation;
  • Ensure all DRC field staff follow the job descriptions and are compliant with DRC’s key policies and procedures;
  • Support in development of progress, interim and final progress reports for the project;
  • Manage DRC’s part of the project budget;
  • Ensure external resources used effectively and efficiently;
  • Develop and maintain linkages with all key stakeholders and esure their involvement;
  • Coordinate the functioning of the project monitoring system;
  • Participate in the elaboration of project implementation tools;
  • Perform other duties as assigned.

About you

To be successful in this role we expect you to have a comprehensive understanding of the post-conflict environment, needs of the conflict-affected population and possible durable solutions; proven experience in the full cycle of livelihoods programming; proven ability to lead the team and deliver set targets. All employees should master DRC’s core competencies: Communicating, Taking the lead, Collaborating, Striving for excellence and Demonstrating integrity.

Required

  • Advanced university degree in economics, public/business administration, or other related field;
  • Proven practical knowledge of the project cycle management;
  • Knowledge of livelihoods interventions in Ukrainian context, good understanding of possible durable solutions for conflict-affected population;
  • Understanding of the Ukrainian legislation on IDP integration strategy and regional development;
  • At least 5 years of overall working experience, at least 2 years of work experience within an international humanitarian/development organization;
  • At least 2 years of experience in managing multi-functional teams;
  • Proven experience in working with IDPs and conflict-affected population;
  • Proven experience in development and management of grant-making programs;
  • Proven experience in collaboration with government entities;
  • Proven experience in training/coaching;
  • Proven experience in research/analysis;
  • Proven ability in management and planning of project budgets;
  • Ability to monitor budget processes at the local level;
  • Good communication, presentation and reporting skills;
  • Full working proficiency in both oral and written English, Ukrainian and Russian (equally important);
  • Proficiency in Microsoft Office programs.

 

Desirable

  • Practical understanding of the needs and concerns of the private sector;
  • Good understanding of power relations dynamics and governance processes in Ukraine;
  • Extensive networks in public and private sectors;
  • Small business / micro-finance / budget management qualification will be an advantage.
