IFES is a non-profit, non-partisan international organization. As the global leader in democracy promotion, IFES advances good governance and democratic rights by providing technical assistance to election officials; empowering the underrepresented to participate in the political process; and applying field-based research to improve the electoral cycle. Since 1987, IFES has worked in over 135 countries, from developing democracies to mature democracies.

Since 1994, IFES has played a significant role in promoting electoral, administrative and legal reform in Ukraine.  In cooperation with partners in Ukrainian civil society and the Central Election Commission (CEC), IFES is working to foster dialogue on electoral reform, build the capacity of local NGOs, institutionalize best practices in training election officials and ensure more equal representation in the electoral process for disadvantaged populations, especially women and persons with disabilities.

IFES Ukraine requires the services of the Civic Education Consultant, working closely in coordination with IFES Ukraine, to: 

• Review, provide input to IFES’ civic education course materials (textbook, teacher’s manual, students’ handbook, course curriculum), drafted by the Ukrainian and international experts;
• Support pilot introduction of IFES’ civic education course for universities (to include support of the M&E efforts and regional coordination/networking amongst university teachers);
• Support to voter education/information initiatives direct at universities;
• Review, provide input to the documents developed under the Ministry of Education and Science’s working group on developing of the Strategy on Civic Education Development in Ukraine;
• Provide ongoing support and consultation to IFES Ukraine on civic education.

Qualifications:

• Master’s degree or higher in a relevant field;
• A superior understanding of past and ongoing higher education reform in Ukraine;
• Demonstrated expertise through publications or other professional experiences in this area;
• At least two years of academic experience as a university-level educator;
• Previous experience in conducting trainings and developing curricula;
• Excellent English and Ukrainian-language written and oral communication skills.
