З 1994 року Міжнародна фундація виборчих систем (IFES) відіграє ключову роль у становленні демократичних виборчих процесів та інститутів в Україні. За останні два десятиріччя, IFES отримав репутацію надійного джерела інформації для об’єктивного аналізу, оцінки та висококваліфікованої технічної допомоги у сфері реформування виборчого законодавства в цілому та політичного фінансування зокрема, а також адміністрування виборів, посилення спроможності громадянського суспільства і вивчення громадської думки. Ґрунтуючись на багаторічному досвіді, IFES спрямовує свою діяльність на сприяння належному управлінню та забезпеченню демократичних прав в умовах зміни політичного ландшафту України. З наближенням України до президентських та парламентських виборів 2019 року перспективи кібератак, потенційно здатних заподіяти серйозну шкоду критично важливим системам, є реальною небезпекою, яка існує вже зараз і може мати серйозні наслідки не лише для України. Важливість забезпечення кібербезпеки виборчого процесу в Україні неможливо переоцінити. У зв’язку з цим,  IFES шукає  експерта/експертку з питань інформаційних технологій та кібербезпеки  . Термін контракту - 12 місяці, з 27 серпня 2018 року до 26 серпня 2019 року. Далі англійською мовою

Since 1994, the International Foundation for Electoral Systems (IFES) has played a key role in the emergence of democratic electoral processes and institutions in Ukraine. Over the last two decades, IFES has developed a reputation as a reliable source for impartial analysis and high-quality technical assistance in the fields of electoral and political finance law reform, election administration, civil society capacity building and public opinion research. Building on this experience, IFES is working to promote good governance and democratic rights in Ukraine’s shifting political landscape.  With Ukraine’s 2019 presidential and parliamentary elections approaching, the prospects of cyberattacks that could potentially undermine critical systems is a real and present danger and could have important ramifications for Ukraine and beyond. The importance of safeguarding the cybersecurity of Ukraine’s electoral process cannot be overstated. In this regard, IFES seeks IT and Cybersecurity Expert to accomplish the following scope of work:

• Participate in preparation of tabletop exercise (TTX) simulations for the purpose of training and raising awareness of the commissioners and staff of EMBs in Ukraine. Collaborate with other IFES experts and staff as needed;
• Contribute to the development of the curriculum on the cybersecurity and cyber safety in elections, for commissioners and staff of election commissions, such as preparing outlines for cyber hygiene training for election commissioners of the CEC and DECs as well as the commissions’ non-IT staff;
• Review existing list of technical trainings provided for key-IT staff by other organizations and suggest possible supplementing trainings and activities;
• Participate in preparation of a comprehensive cyber-security strategy for the use of the CEC. Work with other experts from IFES and other institutions as requested by IFES in creating and maintaining the cybersecurity strategy. Participate in presentation of this strategy to the CEC, as required by IFES;
• Advise on a need to procure additional equipment for the CEC;
• Participate in meetings, events per request; and
• Study visits if required;
• Other duties as assigned.

Deliverables: 

• Table top exercise detailed plan (collaborative effort);
• Detailed module and materials of trainings in cybersecurity and cyber hygiene training courses (collaborative effort);
• Minutes from the meetings with the interlocutors when representing IFES;

Required Skills and Experience

Education:

Bachelor’s degree or equivalent Certification in computer science, Information Technology, Engineering, or another related field.

Experience and qualifications:

• 10 years or more of functionally-related professional experience in electoral technologies, preferably in software programming and development – and deployment thereof;
• Solid experience in electoral operations, specifically as related to information technology;
• Understanding of cybersecurity / IT / NVT assessment methodologies in the electoral field’
• Experience of work with international organizations in fields of elections and cybersecurity;
• Experience of work with state institutions (especially Central Election Commission) will be a benefit. 

Language Requirement: Fluency in written and spoken Ukrainian and English.

Number of working days under contract - 50 days.

Period of performance:  August 27, 2018 - August 26, 2019
