The Canadian Trade Commissioner Service (TCS) is a world-wide network of professionals in international business development (IBD) who are committed to advancing Canadian commercial and economic interests abroad. 
 
Working in the International Business Development team of the Embassy of Canada to Ukraine in Kyiv, Ukraine, under the general direction of the Senior Trade Commissioner, the incumbent is a Trade Commissioner (TC) contributing to the delivery of the Commercial Program at the Embassy of Canada to Ukraine. The TC acts in accordance with Government of Canada policies for international trade, investment, and science, technology and innovation, with the objective of helping Canadian clients make better business decisions abroad. 
 
Major responsibilities of the TC include providing high quality service to Canadian clients, developing and maintaining a solid network of contacts in Ukraine, preparing and disseminating market information to Canadian clients, initiating, organizing and managing promotional activities, as well as other international business development activities. The TC’s main focus is identifying and qualifying business opportunities for Canadian companies, and guiding them in the local market. 
 
The TC will be responsible for the proactive establishment and expansion of networks in Ukraine for one or more of the following sectors: oil & gas; defense; clean technologies; and may also have responsibilities for certain other secondary sectors.
 
Essential qualifications:
Candidates will initially be screened against the Essential Qualifications relating to education, experience and language. Candidates must clearly demonstrate in their cover letter and CV how they meet each of these essential qualifications. 

Education:
Bachelor’s or equivalent degree from a recognized university in a field related to the position, including but not limited to: commerce, finance, and economics.

Language requirement:
• Fluency in Ukrainian (written and spoken).
• Fluency in English (written and spoken).

Experience:
• A minimum of three years of *recent and direct experience in business development in sector-based business development, and/or foreign direct investment attraction. 
• Experience in managing client and stakeholder relationships and in providing client service support to customers/clients;
• Experience in project management; and,
• Experience in providing strategic advice, briefings, presentations, and written reports to management and/or clients on international business issues. 
* Recent is defined as within the past five years.

Knowledge:
Only candidates who meet the essential education and experience requirements will be contacted for further assessment. Knowledge, abilities, and personal suitability will be assessed in the written test and interview for selected candidates.

• Knowledge of international business development practices, including excellence in client service delivery, international trade research, legal aspects of international trade, global supply chain management, competitive intelligence gathering, and general project management principles.
• Knowledge of Ukrainian capabilities and global industry trends and developments in oil & gas, defense, clean technologies, or another relevant sector.
• Knowledge of Ukranian government policies and programs, including trade, investment and innovation policies, programs and institutions, including local political and economic environment, business climate, government structure.

Abilities:
• Communicate effectively in English and Ukrainian, both orally and in writing; 
• Secure, prepare for, conduct, and provide follow-up to an international business development outcall;
• Build and sustain a network of contacts;
• Analyze information and provide strategic advice;
• Manage multiple priorities with tight deadlines;
• Use social media tools for promotion and/or to generate new business; 
• Use of technology tools and databases, including but not limited to: Microsoft Windows, Microsoft Outlook, Word, Excel, PowerPoint, and Client Relation Management software.

Personal suitability: 
• Effective interpersonal skills; 
• Sound judgement;
• Initiative;
• Achievement-orientation;
• Teamwork;
• Client-focus-orientation.
Asset Qualifications:
Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications in their cover letter and CV.

• The ability to communicate effectively in French, both orally and in writing. (The minimum level accepted under the Common European Framework for Reference for Languages in B1.)
• Graduate degree from a recognized university (Master’s degree or Ph.D.) in a field related to the position, including but not limited to: commerce, finance, and economics.
• FITT Certified International Trade Professional (CITP ®) / (FITT International Business Professional (FIBP).
• Knowledge of Canadian capabilities and trends in a relevant sector
Organizational Needs:
 
Operational Requirements:
• Must be willing and able to travel within Ukraine and Europe, and to Canada;
• Must be able to work planned overtime and overtime on short notice on occasion; 
• Must be available for occasional duties outside normal working hours (i.e., evenings and weekends).
Hours of work: Monday to Friday 7.5 hours per day (37.5 hours per week).
Condition(s) of Employment:
• Ability to obtain and maintain Government of Canada Reliability Status.
• Must hold and maintain a valid driver’s license.
• Must be admissible for travel to Canada and within Europe.
