This position is located in the Program Coordination and Strategy Office (PCS) of the USAID Regional Mission for Ukraine and Belarus. The incumbent must deal with a large, complex set of issues and programmatic processes. The incumbent: provides technical advice to the Mission management on relevant issues; plans, manages, and evaluates program activities as assigned; provides technical consultation as needed to USAID teams working in Ukraine and Belarus; serves as Geospatial Information Systems (GIS) point of contact; and, promotes and communicates the policy interests of the United States Government (USG) at the national, oblast, and municipal levels of Ukraine. The incumbent covers issues related to economic growth, democracy and governance, and health, in addition to any other topics that are assigned. The incumbent reports to the Monitoring and Evaluation team lead. Routinely, the incumbent is responsible for the following actions: (a) providing guidance and advice to Mission’s technical offices and project design and management teams in connection with preparation and submission of various program-related documents, from project design plans to Project Appraisal Documents (PADs), to ensure that the project design and submitted documentation meet USAID policy requirements and Mission’s senior management informational needs, conducting preliminary review, and coordinating the final review of those documents, (b) coordinating and/or designing project and activity assessments and evaluations, (c) overseeing the implementation of project evaluations and crosscutting activities assigned to PCS for management, and (d) furnishing data-based analytic products and advice in support of Mission decision-making, communication, and design functions. On an ad hoc basis, the incumbent may be requested to perform a wide range of other functions including those routinely assigned to other PCS employees and management, such as lead response to various USAID/W requests, coordinate technical and management reviews of unsolicited proposals and applications, and provide input/comments on project and activity implementation and documents.

MAJOR DUTIES AND RESPONSIBILITIES:

Performance Monitoring and Evaluation and Learning (MEL) 40%

• Guides technical offices and project and activity design and management teams on application of Agency and Mission policies and procedures established for evaluation of USAID projects and activities;
• Designs and oversees impact and performance evaluations; helps technical offices and project and activity design and management teams interpret and utilize information acquired through MEL processes;
• Supports PCS strategic planning and reporting functions; drafts reports and correspondence related to Mission MEL reporting requirements; helps project management teams report on performance and impact; assists with annual performance plan and report (PPR);
• Helps technical offices and project and activity design and management teams in program/project performance management, monitoring, and evaluation processes, ensuring that feedback on results is collected, interpreted, and used appropriately to design or redirect projects and activities;
• Provides leadership in establishing standards for performance management of new projects;
• Advises on policies and procedures related to MEL;
• Supports integration of USAID’s Program Cycle;
• Plans, establishes, and directs a wide range of organizational interventions (special studies, after action reviews, Partners meetings, organizational learning surveys, on-line engagements) to inform and advance the Mission’s collaboration, learning, and adapting (CLA) to facilitate overall USAID/Ukraine strategy implementation.
• Develops guidance for and contributes towards:
  • Organizational development interventions including staff training sessions, retreats, coaching and staff transition/knowledge transfer support;
  • funding agreements drafts, work plans and related partner-oriented tools that emphasize collaborating, learning and adapting;
  • Development of stakeholder engagement strategies to leverage the resources and actions of other development actors;
  • Implementation of the learning aspects of program cycle guidance, emphasizing adaptive management approaches;
• Designs MEL instruments (e.g., contracts for internal and external performance and impact evaluations), and manages these analytical instruments as Contracting Officer’s Representative (COR) or Alternate COR or Activity Manager.

Geographic Information Systems (GIS) 30%

• Helps create a Mission culture that considers the geographic dimension of USAID’s work in Ukraine;
• Advises PCS, project and activity design and management teams, and Mission management in making strategic decisions informed by GIS; · Guides Mission staff on GIS best practices in areas such as geospatial metadata standards, data management and cartographic production workflows, and data-sharing protocols;
• Creates reports that analyze and map geographic data, identifying trends, patterns, and correlation with available data sets;
• Trains Mission staff and implementers on proper GIS data reporting processes and procedures;
• Provides geographic input on evaluations, analyses, project and activity designs, and other exercises;
• Oversees Mission-wide location and indicator data submission, collection, and cleaning on a regular cycle;
• Collaborates with reporting and budget experts to provide project data for standard reporting (e.g., operational plan);
• Coordinates with USAID, inter-agency, host government, donor, implementer, and other partners working on GIS;
• Recommends changes in policy and procedure that integrate and streamline geospatial data collection processes.
• Provides technical and management oversight as COR, AOR, or Activity Manager.

Project and Activity Development 30%

• Leads or supports PCS project and activity design function. Provides advice and guidance to technical offices and project design teams on application of Agency and Mission policies and procedures established for design, review, and approval of USAID projects and activities;
• Provides economic, political, and social analyses to advise Mission staff on relevant country development needs and opportunities; coordinates with partner government representatives and other interested parties (e.g., donors);
• Guides in creating project logic models, recommending targeted interventions, defining project and activity performance standards, and preparing and reviewing project and activity designs;
• Guides project design and management teams to define performance targets and data collection methods, monitor and review project and activity performance and impact, and plan project and activity modifications;
• Advises on the development and implementation of Project Monitoring, Evaluation and Learning (MEL) Plans; and
• Performs quality control of new and modified project design documentation and coordinates post-project reviews.

SUPERVISORY RELATIONSHIP: The incumbent will work under the supervision of the Monitoring and Evaluation Team Lead, who provides a broad outline of the assignment, both orally and in writing, and who provides the incumbent wide latitude in planning, organizing, and executing the assigned duties and responsibilities. The incumbent can work independently, receiving little or no guidance, to exercise initiative in identifying priorities, and to develop responsive approaches and methodologies with little direct oversight. The incumbent routinely and independently sets goals, reporting progress and challenges to the supervisor and, when appropriate, to senior Mission management.

II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

Education: Master's degree or the host country equivalent required in a field related to social science, statistics, quantitative methods, mathematics, or a related field is required.

Prior Work Experience: A minimum of five years of progressively responsible, job-related, professional level experience in development project design and implementation, evaluation, monitoring, learning, knowledge management and geographic information systems is required.

Language Proficiency: Level IV (fluent) English, Ukrainian, and Russian proficiency is required.

Skills and Abilities: Ability to recognize and assess significant political, economic, and social developments and trends reflected in a variety of data, analyze and present them in meaningful terms is required. Skills in development project design, management, and evaluation are required. Ability to formulate a development problem at a national or sub-national level, build a problem tree (or another visual presentation that clearly reflect cause and effect relationships), and recommend realistic and effective activities to address the identified development problem is desired. Skilled in using Geographic Information Systems (GIS) tools to conduct analysis and map information is desired but not required. Proven ability to work effectively on several different and complex assignments is required. Proven ability to quickly build essential job competencies is required. Sound judgment, negotiation and leadership skills are required. Computer literacy is essential, including competency in word processing, spreadsheet, and presentation programs. The position requires strong communication skills (oral and written). The incumbent must demonstrate analytical ability and professional judgment in drawing program-relevant conclusions from current development theory and practice.

III. EVALUATION AND SELECTION FACTORS

The successful candidate will be selected based on a review of his/her qualifications, work experience, skills, and abilities; an interview; and the results of reference checks. The hiring panel may check references that have not been specifically identified by applicants and may check references before or after a candidate is interviewed.

The candidate with the highest overall score will be selected based on the criteria above.

The final phase of the selection process is the probationary period. The probationary period is three months.

5. BENEFITS/ALLOWANCES

As a matter of policy, and as appropriate, a PSC is normally authorized the following benefits and allowances:

• Meal Allowances: The annual amount is $853 for employees working on a full time basis.
