Проект ЄС Association4U надає допомогу Уряду України в імплементації Угоди про асоціацію між Україною та ЄС, а саме в наближенні законодавства, моніторингу та розробці галузевих політик, підвищенні професійного рівня держслужбовців і комунікації євроінтеграційних реформ шляхом залучення українських фахівців (Fellowship Programme) та міжнародних експертів до роботи з міністерствами.

Successful Senior Traning candidates (for Junior - see below) will be involved in design and delivery of training aimed at the promotion of the AA reforms agenda for Ukrainian civil servants and A4U Fellows.  

The training will include a variety of topics, e.g.

• EU integration and implementation of the Association Agreement/DCFTA;
• Legal approximation;
• Modern public administration;
• Evidence-based public policy-making;
• Professional development.

The following educational & personal qualifications, experience & skills are required:

• At least a Bachelor’s Degree in Law, Economics, Education, Public Administration, Business Administration, Language, Political, Social, Natural or Technical Sciences, Management;
• At least 10 years of general professional experience in Public Administration, Business Administration, Law, Economics, International Relations, Languages;
• Minimum 5 years of specific experience in organizing training, or as a trainer (coach, mentor, etc) in public institutions;
• Good knowledge of English language (min B2, preferably C1);
• Proficiency in Ukrainian;
• Advanced user of MS Office tools, Internet & social media;
• Good managing and coordinating skills/ability to work with minimum supervision;
• Able to build constructive working relationships with colleagues;
• Good presentation and training skills;
• Motivation to contribute to on-going reforms in Ukraine.

Would be an advantage:

• Master’s degree or Ph.D. in the relevant fields above
• Certificate of proficiency in English (TOEFL, IELTS, or similar)
• Postgraduate Studies in Management or Human Resources Management (HRM)
• Postgraduate Studies/Research fellowship in EU countries
• Experience in developing and delivering training on EU related topics, notably AA/DCFTA implementation
• Experience in HRM issues
• Experience in preparing training materials
• Knowledge of another official EU language (at least level B2 according to Common European Framework) 

Junior Training Fellow (junior national non-key expert in an EU-funded project) positions suitable for those with Bachelor Degree & no work experience.

The successful candidate will receive intensive coaching and support from international experts and Senior Fellows, as well as training from the A4U Project in a range of relevant skills. The post is, therefore, an excellent opportunity for professional skills enhancement; many of A4U Fellows have used their experience with the Project as a ‘launch-pad’ for a career in Government or with International Institutions.

The successful candidate will support Senior Fellows and other national and international A4U Project Experts in a range of tasks related to design and delivery of training aimed at the promotion of the AA reforms agenda for Ukrainian civil servants and A4U Fellows.

No previous experience is required (!), as full training will be given in relevant personal and professional skills. The following qualifications & skills are required:

• Minimum Bachelor Degree in a relevant discipline, e.g. Public Administration, Social Sciences, Communications, International Relations, Economics, Law, Business Administration;
• Good knowledge of English language (min B2, preferably C1);
• Proficiency in Ukrainian; CV in EU format
• Advanced user of MS Office tools, Internet & social media;
• Very good planning and organizational skills, ability to work as a team player;
• Ability to communicate effectively with a wide range of people;
• Good presentation and communications skills;
• Motivation to contribute to on-going reforms in Ukraine. 

Applicants must be Ukrainian citizens, and should not have been employed by the Ukrainian public administration in the six months prior to the closing date of this offer.

The recruitment is planned for mid-August - October 2018 with a possibility of extension.
