A Reform Support Team (RST) at the Ministry regional development, construction, housing and communal services of Ukraine is looking for professionals to fill in the following positions:

1. Expert ( PAR);

2. Legal Expert (Housing Management);

3. Legal Expert (Category 3, DHS & Utilities).

1.  Expert ( PAR)

1.     Main Duties and Responsibilities:

  • Active engagement into Public administration reform in the MinRegion in line with the Action Plan to implement the 2016-2020 PAR Strategy and the Concept of Reform Staff Positions;
  • Assist in implementation of the Concept of Reform Staff Positions;
  • Assist in development of recommendations regarding optimization of the Ministry’s processes, function and structure;
  • Assist in development and improvement of the KPI assessment system, including holders of Reform Staff Positions;
  • Assist in development and implementation of the Ministry’s staff assessment, including holders of Reform Staff Positions; Provide all necessary support required to ensure implementation of the new regulation developed under reform priority area, including but not limited to the laws, concepts, programs and secondary legislation;
  • Assist in development of the program of training for Ministry staff and assist to execute the training program, including holders of Reform Staff Positions.

 2.     Qualifications, Skills and Experience:

  • Developed transformation program for the Ministry’s capacity and productivity building based on the findings of the functional review of the Ministry;
  • Implementation of the Concept of Reform Staff Positions adopted by the Government on 11 November 2016;
  • Optimized organizational structure of the Ministry to increase efficiency of decision-making processes;
  • Developed training program for the Ministry staff, including for holders of Reform Staff Positions;
  • Improved KPI assessment system and incentives applicable, including for holders of Reform Staff Positions;
  • Analysis of the internal approval processes of the Ministry and developing an action plan for optimizing them.

 3. Qualifications and skills:

  • Impeccable ethical standards;
  • Master degree in economics, management, human resources management;
  • PC literacy (PowerPoint, Project, Excel, Word);
  • Fluency in Ukrainian and English.

2. Legal expert (Housing management)

1. Main Duties and Responsibilities:

  • Legal analysis of draft laws and secondary legislation which are to be approved by the Cabinet of Ministries or the Parliament with regard to their influence of housing reform process, preparation of the comments and amendments to such draft laws;
  • Providing support required to ensure implementation of the new regulation developed under reform priority area, including but not limited to the laws, concepts, programs and secondary legislation;
  • Legal support of the housing reform process;
  • Preparation of draft laws and secondary legislation within housing reform process;
  • Representation of the draft legislation before the Committees of the Parliament, the Members of Parliament, State Authorities and Ministries;
  • Legal support of draft legislation during their approval in the Ministries, Ministries’ internal departments and CMU;
  • Negotiation of the provisions of draft legislation with international organization, financial institution, Ministries and Parliaments Committees with regard to their implementation;
  • Collaboration with internal legal departments of the Ministries, State Authorities, Parliament for implementation of housing reform acts;
  • Preparation of presentations and analysis of legal acts;
  • Providing legal analysis of current legislation and preparation of propositions for its amendments within housing reform process.

2. Qualifications, Skills and Experience:

  • Analysis report on current legislation for housing reform of residential and public buildings;
  • Action plan of legislation changes for housing reform of residential and public buildings;
  • Drafted legislation changes needed on housing reform in residential and public buildings;
  • Regular progress reports on reform development and implementation.

3. Qualifications and skills:

  • At least a Master’s degree in law;
  • Strong analytical, communication and presentation skills;
  • PC literacy (PowerPoint, Project, Excel, Word, Legal databases Liga or Rada proficient);
  • Fluency in Ukrainian and English.

3. Legal expert (Category 3, DHS & Utilities)

1. Main Duties and Responsibilities:

  • legal support of the District Heating sector, waste management, water supply and water sewerage sectors reform process;
  • preparation of draft laws and secondary legislation within District Heating sector, waste management, water supply and water sewerage sectors reform process;
  • representation of the draft legislation before the Committees of the Parliament, the Members of Parliament, State Authorities and Ministries;
  • legal support of draft legislation during their approval in the Ministries, Ministries’ internal departments and CMU;
  • Negotiation of the provisions of draft legislation with international organization, financial institution, Ministries and Parliaments Committees with regard to their implementation;
  • Collaboration with internal legal departments of the Ministries, State Authorities, Parliament for implementation of District Heating sector, waste management, water supply and water sewerage sectors reform acts;
  • Preparation of presentations and analysis of legal acts;
  • Providing legal analysis of current legislation and preparation of propositions for its amendments within District Heating sector, waste management, water supply and water sewerage sectors reform process;
  • Monitoring on a monthly basis changes in the legislation and drafted legal acts to correspond EU Directives;
  • Developed  and maintained the database covering ongoing and planned projects funded by the IFIs and donors;
  • Provide all necessary support required to ensure implementation of the new regulation developed under reform priority area, including but not limited to the laws, concepts, programs and secondary legislation;
  • Support in restructuring of old gas debts of DHCs;
  • Legal analysis of draft laws and secondary legislation which are to be approved by the Cabinet of Ministries or the Parliament with regard to their influence of District Heating sector reform process, preparation of the comments and amendments to such draft laws.

2. Qualifications, Skills and Experience:

  • Analysis report on current legislation for District Heating sector, waste management, water supply and water sewerage sectors reform and prepared comments on its improvement;
  • Action plan of legislation changes for District Heating sector, waste management, water supply and water sewerage sectors reform and prepared comments on its improvement;
  • Drafted legislation changes needed on District Heating sector, waste management, water supply and water sewerage sectors reform and prepared comments on its improvement;
  • Regular progress reports on reform development and implementation.

3. Qualifications and skills:

  • At least a Master degree in law;
  • Strong analytical, communication and presentation skills;
  • PC literacy (PowerPoint, Project, Excel, Word, Legal databases Liga or Rada proficient)
  • Fluency in Ukrainian and English
