Summary of the Project:

Citizen Engagement and Reform Communication project aims to increase citizen awareness and understanding of the Ministry of Internal Affairs reforms throughout Ukraine. IREX has, thus far, concentrated on increasing understanding and awareness of patrol police reform by encouraging events between local residents and new patrol police officers, engaging media into this dialogue, and conducting a highly-visible information campaign. Starting July 2016 and with new reforms on their way, the project also covers the volunteer-fire fighters reform and service centers of the Ukraine’s Ministry of Internal Affairs.

Summary of Position:

IREX office in Ukraine is seeking a qualified Legal Adviser with a law degree and background in program management, as well as understanding of National Police reform related to patrol police and emergency fire fighters reform. Legal Adviser will work under the supervision of Program Manager and provide legal advice and support program implementation.

Description of Responsibilities:

• Assist Program Manager by providing legal advice and support to ensure smooth implementation of the program;
• Support implementation of Neighborhood Watch initiative and provide methodological/legal input of the program activities;
• Support implementation of Volunteer Firefighter initiative including development of methodological and outreach materials;
• Participate in trainings on Neighborhood Watch and Volunteer Firefighters;
• Provide support in developing training curriculum for police.

 Qualifications:

• University degree in law, public administration, political science;
• At least 2 years of experience working as Legal Consultant, trainer, or Program Manager; 
• Excellent communications skills, including ability to make public presentations;
• Strong command of spoken/written English, Ukrainian, and Russian;
• Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines;
• Ability to travel.
