Chemonics International, an international development consulting firm, seeks three (3) program development assistants for a USAID/Office of Transition Initiatives (OTI)-funded Ukraine Confidence Building Initiative II (UCBI II). The positions will be based in Kramatorsk and Mariupol, Ukraine.

The new program will complement ongoing USAID efforts to create a prosperous and stable Ukraine. The program will provide fast, flexible, short-term assistance to Ukrainian partners in support of a successful, peaceful democratic transition and in promotion of community cohesion in the wake of the conflict in the East.

The program’s overarching objectives are to:

  • Increase citizen support for and participation in the development of a modern, inclusive Ukrainian identity, and
  • Increase citizen confidence and engagement in the reform process at the local level.

The majority of UCBI II assistance is delivered as grants to local partners, including goods, services, and technical support. UCBI works closely with a range of partners, including national and local civilian government entities, civil society organizations, and community leaders to ensure that activities respond to local priorities and address underlying tensions. The UCBI East offices in Kramatorsk and Mariupol focus on the liberated areas of Donetsk and Luhansk oblasts. Chemonics International is USAID's implementing partner for the UCBI II program

Responsibilities for this position include:

  • Coordinate with other members of the Grants Management Unit (GMU) in accordance with the UCBI II grant activity cycle through all stages (identification, development, implementation, close-out).
  • Assist the GMU to develop new grant concepts, draft concept notes, and contribute to the writing of grant activities.
  • Take a leading role for the GMU in updating the online database to track and report on grant activities at each phase in the activity cycle.
  • Assist the GMU to monitor activities, and collect information against activity monitoring and evaluation plans.
  • Evaluate grants progress, and coordinate with grantees and other UCBI staff to ensure that M&E data and final reports (FERs) are drafted and finalized.
  • Identify potential partners through networking and outreach, in coordination with other UCBI II staff.
  • Analyze the rapidly changing political and humanitarian situation and contribute to weekly, semi-annual, annual and ad hoc program reporting as requested.
  • Travel as required to inspect equipment at grantee sites and report on grant progress.
  • The PDA may be assigned ad hoc special tasks and duties as required to ensure the overall efficient implementation of UCBI II activities.

Qualifications

  • Bachelor’s degree
  • At least three years of relevant experience working with donor-funded community development projects in the region and/or NGOs
  • Up-to-date understanding of the political environment and social conditions in the country, especially in eastern Ukraine
  • Ability/willingness to travel throughout Government Controlled Areas of Donetsk and Luhansk oblasts and all other locations where UCBI II works

·         Ability to work independently with minimal supervision, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on the UCBI II program.

·         Fluent in MS Office software

  • Strong written and verbal communications skills in English, and fluency in Ukrainian and Russian
